【摘要】 随着当前世界经济全球化的日益推进,我国已逐步在各种领域中形成对外开放格局,国内安全环境的复杂态势开始显露,窃密与反窃密斗争形势严峻。对于身负保军报国光荣使命的军工单位而言,保密管理工作渐渐突显出了其重要性,保密已成为军工单位的生命线。自2002年以来,经过保密资格认证的考核,各军工单位的保密管理工作都取得了明显的进步。但是,很多单位的保密管理工作依然停留在“为保密而保密”、“为认证而保密”上,如何将保密资格认证体系标准转化为具有可操作性的保密工作精准化管理体系标准,深化保密工作与业务工作的融合,进而确保国家秘密安全,是近年来军工单位保密管理工作的研究重点。本文在国内外军工单位保密管理理论研究的基础上,以B研究院为研究对象,通过对B研究院保密管理体系的现行状况进行调研和分析,发现B研究院保密管理工作中存在的主要问题和产生这些问题的原因,结合质量管理理论、科学管理理论和人力资源管理理论,探讨B研究院保密管理体系的改进方案,通过对保密规章制度、保密监督检查、保密管理绩效考核、保密文化建设等方面的改进,完善B研究院保密管理体系,并对改进方案的实施进行评价。本文研究的目的在于提高B研究院保密管理工作整体水平,期望优化后的B研究院保密管理体系可以在持续改进、不断完善的过程中,推进保密工作与业务工作的实质性融合,为B研究院顺利开展武器装备研制任务提供有力保障。B研究院在保密管理中所存在的问题具有一定的代表性,为军工单位优化保密管理提供一定的启发和借鉴意义。更多还原

【Abstract】 Along with the promotion of economic globalization,China has formed multi-directional opening-up patterns,domestic safety environment is becoming complex,and the struggle situation of information stealing and anti-stealing is rigorous.For military units with the mission of army and nation protection,their security management work is more and more important,and security has become the lifeline of military units.Since 2002,through the assessment of security qualification authentication,the security management of each military unit has acquired significant progress.However,the security management of many units are still stopped on the principle of security for security or authentication.It is the research focus of security management work of military units to how to transfer security qualification authentication system standard into operable security work precision management system standard,deepen the integration of security work and business,so as to guarantee the safety of state secret.This paper takes Academy B as research object based on domestic and overseas military unit security management theoretical research,finds out main problems of Academy B in security management work and the reasons through investigation and analysis to current operation status of its security management system and the reasons,discusses the improvement schemes of its security management system by combining quality management theory,scientific management theory and human resource management theory,completes the security management system of Academy B through improvement in security rules and regulations,security supervision and inspection,security management performance assessment as well as security culture construction,etc.,in addition,the implementation of improvement scheme will be evaluated.This paper is aiming at improving the overall level of security management work of Academy B,and it is expected that the optimized security management system of Academy B may promote the actual integration of security work and business during continuous improvement and perfection,providing powerful guarantee for smooth development of weaponry development by Academy B.The problems of Academy B in security work are of certain representativeness,which will provide certain enlightenment and reference to military units in optimizing their security management work.更多还原
