【摘要】 2008年以来,云计算、虚拟化和大数据已经成为IT领域最吸引人的话题之一,也是当前国家及大型企业建设正在考虑和投入的重要领域。在政府行业,国外一些国家提出了在电子政务上引入云计算技术与服务,利用云计算成本低、可靠性及灵活性高的特点来提升电子政务的应用效能。我国政府也积极跟进,加强云计算服务平台建设,大力推进国家电子政务建设工作,打造服务型阳光政府形象。本文以H省电子政务现状为研究对象,首先根据调研结果分析总结H省电子政务发展的现状和问题。其次,提出了采用虚拟化技术、开源云计算管理软件技术以及信息共享系统的引入来建设H省政务云统一平台设计方案,搭建这样一个基础资源可按需扩容及计费、能够兼容多种主流开发语言平台及数据库、并且可以对资源可视化的监控服务平台。实现应用系统统一部署和业务数据的集中存储,直接打破了各部门数据库之间的壁垒,促进跨部门之间业务流程整合和数据共享,各省直单位不再单独建设基础设施,而采用租赁服务的便捷方式按需计费使用资源,避免重复建设和资源浪费。在管理上,提出了H省政务云平台保障措施,即制定政务云平台的统一标准规范和制度,促使H省政务云中的各类资源进行有序整合,使之服从于统一的标准和规则,从而实现规范化和标准化,便于各种办公业务资源在信息系统中有效传递。同时,引进了首席信息官制度和信息化人才培养制度以便后续组织创新变革,使政府工作人员更好地使用政务系统为公众服务。更多还原

【Abstract】 Since 2008,as one of the most attracting topics in IT field,cloud computing has become the important area which is considered by IT constructions to make the investment.It has brought latest tech innovation and new IT service mode.Among government industry,the foreign countries they all have introduced cloud computing and the service into e-government.It can enhance e-government application effectiveness by its characteristics of low cost,high reliability and flexibility.Our government is also aggressively stepping up,promoting national e-government construction to strengthen cloud computing platform and next-generation infrastructure.Regarding H province e-government service platform as study object,analyze its development situation and problems.Then,the author provides that adopting virtualization tech,open sourced cloud-computing management software and information sharing system to build H province e-government cloud service platform,which could realize infrastructure resource expansion on-demand,compatibility with main development platform and database,visual management to all resources.In this way,it can promote unified deployment of application system and centralized storage of data,break down the barrier between department databases,avoid repeated construction and resource waste.In the aspect of management,the author proposes H province government cloud platform guarantee strategy,which is the unified standards and regulations of e-government cloud platform has been made to improve orderly integration of all cloud resources for normalization and standardization.Finally,introduce CIO regime and talent cultivation plan for later organization innovation and reformation to make government staff better serve the public.更多还原
