工程总承包项目全过程管理的研究

【摘要】 随着中国经济的快速发展,工程项目的管理模式逐渐与国际工程管理模式相结合,工程项目总承包管理即EPC(Engineering Procurement Construction)总承包模式作为当今世界工程建设领域先进、成熟的项目管理模式之一,正在我国工程建设中发挥着巨大的作用。本文结合现阶段国内外工程总承包项目管理领域的研究情况,阐述了几个主要的项目管理模式以及工程总承包管理模式的概念,进而谈工程总承包管理模式的特点、全过程管理内容等。通过问卷调查分析了总承包工程项目全过程管理现状,剖析了总承包工程项目全过程管理中出现的问题,包括总承包单位与业主关系的协调、质量还有设计质量的管理、进度管理、合同分包管理、成本管理;同时深入研究了总承包工程项目管理中出现的问题以及出现的原因,进而指出了处理项目总承包工程管理中存在问题的对策,即分别从总承包工程全过程管理中的各个阶段入手提出问题的解决对策,其中包括政府要担负规范总承包市场的主体责任、业主要协调总承包及各方履行合同、实行全面质量管理、实现项目进度目标、实施合同管理体系的合同管理、强化分包管理体系及分包管理、控制项目成本等。最后,结合运用了先进的BIM技术管理手段的工程总承包项目实例,研究了项目建设管理中存在的问题,并指出了相应的解决办法。

【Abstract】 With the rapid development of China’s economy,the management mode of engineering projects is gradually combined with the international engineering management mode.As one of the advanced and mature project management modes in the field of engineering construction in the world,EPC(Engineering Procurement Construction)is playing a huge role in the construction of our country.Based on the research of general contracting project management at home and abroad,this paper expounds several main project management models and the concept of general contracting management model,and then discusses the characteristics of general contracting management model and the contents of the whole process management.Through the questionnaire survey,the paper analyzes the status quo of the whole process management of the general contracting project,and analyzes the problems in the whole process management of the general contracting project,including the coordination of the relationship between the general contracting unit and the owner,quality,design quality management,schedule management,subcontracting management and cost management.At the same time,further study of the problems arising from the general contracting project management as well as the reasons,and points out the problems in project general contracting project management countermeasures,namely,respectively,from the perspective of the general contracting project at various stages in the whole process of management put forward countermeasures to resolve the problem,including the government to regulate the body of the general contracting market responsibility,the owner wants to coordinate general contracting,and the parties to perform the contract,the total quality management and realize the goal of the project schedule,the implementation of the contract management system of contract management,strengthening the subcontract management system and the subcontract management,control the project cost,etc.Finally,combined with the engineering general contracting project with advanced BIM technology management means,this paper studies the problems existing in the project construction management and points out the corresponding solutions.
