【摘要】 近半个世纪以来,随着社会经济的高速发展和城市化进程的不断推进,我国城市轨道交通迅猛发展。特别是近20年来,城市轨道交通已成为人民群众出行的重要方式。大连市轨道交通建设较早、基础较好,早在1909年继天津、上海之后成为国内第三个建设有轨电车的城市。自2000年起,相继建成快轨3号线、地铁1号线、2号线等线路,但建设的力度和规模与城市交通需求、与城市化发展及“两先区”建设需要还远不相适应,与国内其他城市相比差距也有不断增大趋势。文章以目标导向和问题导向为原则,遵循依靠深度访谈法、数据分析法、案例研究法等科学方法探究出的数据和经验,针对大连地铁集团的现状,利用战略管理理论,使用PEST分析法,对地铁集团外部的政治、经济、社会、技术等环境进行了全面的分析,同时从资源和能力两方面对企业的内部环境进行了深入的研究。通过运用SWOT分析法,总结企业的机会、威胁、优势、劣势等基本情况,明确当前面临的四大主要问题:一是轨道交通建设的大额资金需求单纯依靠财政补贴无法满足;二是集团一体化发展的新旧体制冲突;三是轨道交通成网前运量相对不足;四是城市功能和公共服务品质亟待完善。针对上述问题和分析,文章做出了符合现状、有益未来的发展战略选择,即地铁集团要利用外部机会,克服内部弱点,扭转不利因素,采取多元化战略,同时在战略制定和实施阶段,提出了解决方案;最后,根据发展战略从组织架构、技术质量和安全管理、人力资源管理、信息技术、企业文化等方面提出了保障措施。更多还原

【Abstract】 Since nearly half a century,with the rapid development of social economy and the continuous progress of urbanization,China’s urban rail transit has developed rapidly.Especially in the past 20 years,urban rail transit has become an important way for people to travel.In 1909,after Tianjin and Shanghai,Dalian became the third city in China to build trams.Since 2000,high-speed rail line 3,subway line 1,subway line 2 and other lines have been built successively.However,the construction intensity and scale are far from meeting the urban traffic demand,urbanization development and "two-priority zone" construction needs,and the gap with other cities in China is also growing.Based on the principle of goal oriented and problem oriented,adhere to rely on the depth interview method,data analysis,case method such as the scientific method to explore the data and experience,in view of the situation of Dalian metro group,using the theory of strategic management,using PEST analysis method,the subway group outside of the political,economic,social and technology environment comprehensive analyzed,at the same time from two aspects of resources and capabilities of a thorough study of the internal environment of the state-owned enterprises.By using SWOT analysis method,the enterprise’s opportunities,threats,advantages,disadvantages and other basic conditions are summarized,and the four major problems are identified.Second,the old and new system conflict of the group integration development;Third,rail transit traffic volume before the network is relatively insufficient;Fourth,urban function and public service quality need to be improved.In view of the above problems and analysis,this paper makes a choice of development strategy that is in line with the current situation and beneficial to the future.That is to say,metro group should take advantage of external opportunities,overcome internal weaknesses,reverse adverse factors and adopt diversified strategies.Finally,according to the development strategy from the organizational structure,technical quality and safety management,human resources management,information technology,corporate culture and other aspects of the safeguard measures.更多还原
