【摘要】 随着我国城市基础建设的不断完善,人居生活水平与环境不断改善,城市绿地建设力度不断加大,工程的规模和内容也越来越多,作为城市绿地建设的一部分,城市道路绿地的位置也越来越重要。但在城市道路绿地建设中,由于规划设计、施工管理、后期养护等多个环节的存在,以及各方面因素的影响,往往存在成本高、投资大,浪费严重的现象。特别是后期养护管理工作,因涉及诸多方面的原因,使得前期的建设效果难以得到很好的体现,甚至造成返工、重建等修复性的养护工作。因此,如何做好城市道路绿地养护成本的控制,已成为当前城市基础建设中资金管理的重要研究内容之一。为了研究和掌握城市道路绿地养护管理中资金管控的方法与措施,选择以西安市三环道路绿地养护为研究对象,运用资料统计法、数据分析法、归纳总结法等,综合其建设、管理现状、养护现状,以及历年养护资金使用情况,分析道路绿地养护成本控制现状,找出道路绿地养护成本控制的因素。通过对西安市三环道路绿化养护成本的控制研究,探索并提出做好养护成本控制的方法和对策,以达到成本的科学控制和管理,降低成本达到控制的目的。也为其他养护方案和加强养护成本控制提供理论依据,也希望能够为其他经营性单位加强养护成本控制提供思路借鉴。经研究,得出以下结论:1、西安市三环道路绿地养护成本构成主要因素为:人工工资、苗木采购费用以及机械费用;其中造成成本控制失控的主要原因在于成本控制意识不强,缺乏科学、规范的管理机制;2、政府性养护模式缺乏竞争力,如能改变单一的养护管理模式,引入社会竞争机制,寻找施工养护能力较强、资质较好的企业,在保证质量的前提下,低价竞标中标,达到提高资金使用效率的目的;另一方面也增强了对现有养护单位的竞争意识,提高养护管理水平、资金的使用效率的同时抵抗外界的压力,谋求自身的生存和发展;3、涉及养护工程招标项目,应严格按照国家相关的定额计算方法,单位内部调研、做好市场价格报价对比工作,如:机械租赁费用、苗木采购费用等费用的把关,控制资金,降低成本;4、加强日常养护工作,建立日常养护优化方案,提高对养护管理的认识,这样才能将设计意图体现,赋予景观独特的理念和精神,才能实现生态、社会、经济效益的最大化,避免养护工作的随意性,造成二次施工,增加成本。更多还原

【Abstract】 With the continuous improvement of urban infrastructure in China and the continuous improvement of living standards and environment,the construction of urban green space has been intensified,with more and more projects in scale and content.As part of urban green space construction,the location of urban road green space has become more and more important.However,in urban road greenbelt construction,due to the existence of planning and design,construction management,post-maintenance and other links,as well as the influence of various factors,there are often high costs,large investment,serious waste phenomenon.In particular,the post-stage maintenance and management work,due to a number of reasons involved in the early construction effect is difficult to be well reflected,and even cause rework,reconstruction and other restorative maintenance work.Therefore,how to control the maintenance cost of urban road green space has become one of the important research contents of capital management in urban infrastructure.To study and grasp the urban road green space maintenance and management of capital control method and measure,choose to xi ’an third ring road green space maintenance as the research object,using the method of data statistics,data analysis,sum up,such as integrated its construction and management status quo,maintained the status quo,and the usage of funds in the calendar year maintenance,analysis of road green space maintenance cost control present situation,find out the factors of road green space maintenance cost control.Through the research on the control of the greening maintenance cost of the third ring road in xi ’an city,this paper explores and puts forward the methods and countermeasures of the maintenance cost control,so as to achieve the scientific control and management of the cost and reduce the cost to achieve the purpose of control.It also provides theoretical basis for other maintenance schemes and strengthening maintenance cost control,and also hopes to provide ideas for other operating units to strengthen maintenance cost control.After research,the following conclusions are drawn:1.The main components of the green space maintenance cost of the third ring road in xi ’an are: labor wages,seedling procurement costs and machinery costs;The main reason that causes cost control to be out of control lies in the weak consciousness of cost control and the lack of scientific and standardized management mechanism.2.The government-owned maintenance mode lacks competitiveness.If the single maintenance management mode can be changed,social competition mechanism can be introduced,and enterprises with strong construction and maintenance capacity and good qualifications can be found.On the other hand,it also strengthens the sense of competition for existing conservation units,so as to resist external pressure and seek its own survival and development while improving the level of conservation management and the use efficiency of funds.3.When it comes to the bidding of maintenance projects,it shall strictly follow the relevant quota calculation method of the state,conduct internal research and do a good job in comparing market prices,such as checking the cost of machinery lease and seedling purchase,controlling capital and reducing cost;4.Strengthen the daily maintenance work,establish the daily maintenance optimization scheme,and improve the understanding of conservation management,so as to reflect the design intention,endue the landscape with a unique concept and spirit,so as to maximize the ecological,social and economic benefits,avoid the randomness of maintenance work,cause secondary construction,and increase the cost.更多还原
