【摘要】 优抚医院作为一类特殊的事业单位,诞生于革命战争时期,主要承担着政府赋予的为重点优抚对象的医疗、供养等服务保障任务。多年来,优抚医院在巩固国防、维护社会和谐、提振部队士气方面发挥了重要作用。中国特色社会主义进入新时代,优抚对象日益增长的美好生活向往和多元化需求与优抚医院提供的管理服务供给之间的矛盾日益突出,按照党和国家机构改革有关要求,随着形势任务的变化,对优抚医院的管理能力和服务保障水平提出了更高要求,推动优抚医院发展,为服务对象提供更加高质量的有效供给,考验着政府决策者和医院管理者的智慧。随着国家推动社会治理体系和治理能力现代化的进程不断加快,优抚医院行政管理和业务指导受退役军人事务部门和卫健部门“双重”管理,一方面,面临着发展高度依赖政策资金保障,体制机制障碍较多,政府监督管理缺位等外部问题;另一方面,存在医院功能定位模糊,管理创新力度不够,人才流失严重等自身问题,这些问题严重制约了优抚医院的发展,影响了党和政府在优抚对象心目中的形象。优抚医院在完成政府赋予的政治任务的同时,为推动自身创新发展,做出了积极探索,为新时代国家制定和完善政策法规提供了现实借鉴,为推动优抚医院创新发展提供了样板。以国内具有代表性18家优抚医院作为样本,采取查阅文献资料、问卷调查、实地考察和访谈交流等方式,研究优抚医院监管过程中的政府行为,通过对国内外优抚医院服务管理的现状进行专题调查,整理资料、解析案例、数据处理和问题分析,找出推动新时代优抚医院发展的对策。随着军民融合发展、强军战略深入推进,优抚医院要继续为军队备战打仗搞好服务,解决军人的后顾之忧,从充分发挥优势、全面解放思想、强化服务理念、搭建服务平台、提高服务水平等方面入手,着眼新时代优抚事业发展的全局,推动自身高质量发展。首先,坚持政府主导,加大政策资金保障力度,健全监管考核职能,发挥体制机制优势,明确机构改革职能。其次,强化市场引导,坚守公益发展目标定位,探索引入“PPP”模式,加强业务建设,探索企业化运营。最后,注重创新发展思路,丰富拓展服务管理内容,搭建优抚信息化平台,加强资源整合利用,打通服务“最后一公里”,同时,引入社会各方参与,加强宣传引导,挖掘红色资源,不断提升优抚对象满意度幸福感,落实“让军人成为全社会尊崇的职业”的政治要求。更多还原

【Abstract】 As a special public institution,the disabled soldier’s hospital was born in the period of the revolutionary war.It is mainly responsible for the medical care,support and other service guarantee tasks that the government gave to the entitled group.Over the years,the hospital has played an important role in strengthening national defense,maintaining social harmony and boosting military morale.Socialism with Chinese characteristics into a new era,entitled groups growing happy life yearning and diversified needs and solving the contradiction between the supply management services provided by the hospital increasingly prominent,and in accordance with the relevant requirements of the party and state institutions reform,this hospital for the whole system transference,the task of the situation changes,for solving the hospital management ability and service level put forward higher requirements,promote the development of the disabled soldier’s hospital,provide the service object with the effective supply of high quality,test the wisdom of the government policy makers and hospital managers.As countries promote social management system and management ability of accelerating the process of modernization,the administrative management and operational guidance of the disabled soldier’s hospital are subject to the "dual" management of the Ministry of Veterans Affairs and the Health Commission,on the one hand,facing the policy of development is highly dependent on funding,institutional obstacles is more,the government supervision and management of the absence of external problems,such as;On the other hand,there are some problems in hospitals,such as fuzzy functional positioning,insufficient management innovation,and serious brain drain.These problems are widespread in the disabled soldier’s hospital all over the country,which have not been completely solved and are becoming increasingly prominent,seriously restricting the development of the disabled soldier’s hospital and affecting the image of the government in the minds of special care patients.The disabled soldier’s hospital in complete political tasks given by the government at the same time,to promote its innovation and development,has made the positive exploration,especially provincial level hospital,efforts to play a role of radiation,and actively to fight for resources,try to walk in the forefront,it provides a practical reference for the state to formulate and improve the management methods and development measures of the disabled soldier’s hospital in the new era,provides the model solving in order to promote the hospital innovation and development.To domestic representative 18 disabled soldier’s hospitall as sample,sums up the new era of hospital development problem solving,to consult literature material,questionnaire survey,field survey and the interview means such as communication,research hospital regulation in the process of government behavior,based on the materials at home and abroad the status quo of hospital service management carry out special investigation,sorting data,analytical case,data processing and analysis,find out the countermeasures to promote the development of this new era hospital.Army strategy was deepened,with the development of civil-military integration,solving the hospital to do a good job in continue to serve the army for war service,solve the trouble back at home of military personnel,give full play to the advantages,complete liberation thought,strengthen the service concept,service platform,improve the level of service and other aspects,focus on the new era of the development of materials,to promote their own quality development.First of all,we should adhere to the government’s leadership,increase policy funding,improve the function of supervision and assessment,give play to the advantages of systems and mechanisms,and clarify the function of institutional reform.Secondly,we should strengthen market guidance,stick to the goal of public welfare development,explore the introduction of the "PPP" model,strengthen the construction of "medical alliance",improve the level of medical technology,and implement preferential policies for medical expenses.Finally,pay attention to the innovation development idea,enriches and develops the content of service management,building materials information platform,improved management service,strengthen the integrated utilization of resources,through service "the last kilometer",at the same time,the introduction of social parties to participate in,to strengthen the propaganda guidance,dig the red resources,adhere to the humanized management and service,improving entitled groups satisfaction happiness,the implementation of the "Let the military become a profession respected by the whole society" political demands.更多还原
