【摘要】 2020年是全面建成小康社会的决胜之年。近年来,在党和国家的大力支持和积极推动下,脱贫工作取得很大成效。但随着脱贫工作的深入开展,残疾人由于其自身障碍,已逐渐成为脱贫工作的重点和难点。就业作为我国公民最基本的一项权利,是增加家庭收入,稳定脱贫成效的重要措施。习近平主席高度重视残疾人工作,多次在调研和会议中强调,残疾人是一个特殊、困难的群体,需要全社会的格外关心和关注。推进残疾人就业既是对残疾人权益的一种保障,也是发展民生事业的一部分重要内容。然而我国现在的残疾人就业仍然存在着就业率较低、残疾人就业质量较差、残疾人群体收入不高等问题,残疾人就业形式依然非常严峻。泰安市是中国投资环境百佳城市、中国人居环境奖城市,社会经济发展和文明程度位列全省前列,共有残疾人34.02万人,占全市总人口的6.16%。本文以泰安市残疾人就业问题为研究重点,介绍了泰安市采取的强化政策支持、拓宽就业渠道、加强教育培训和康复服务、加大资金投入等推进残疾人就业措施及取得的成绩,介绍了泰安市残疾人就业主要采取的集中就业、按比例就业、自主就业三种模式的特征。运用文献研究法、调查问卷法、比较分析法总结出泰安市残疾人就业存在着就业率不高、就业层次较低、收入水平不高、就业不平衡等问题,并从法律政策、就业渠道、残疾人受教育水平、残疾人职业技能培训、残疾人自身素质等方面分析了影响残疾人就业的原因,然后通过对比国内外推进残疾人就业的先进经验及做法,从政府、社会、残疾人三个方面提出了完善残疾人就业法律政策体系、加强残疾人就业服务体系建设、建立多方协同工作合力、营造残疾人良好就业氛围、拓宽残疾人就业渠道、加强残疾人康复服务和教育培训,树立正确就业观念、努力提高自身素质等针对性对策和建议,为推进泰安市残疾人就业工作提供了一些参考。同时,认为随着全面小康社会的建成和经济社会发展,在市委市政府的大力支持下,泰安市残疾人就业的氛围将会更加浓厚,就业渠道更加广阔、就业服务体系更加完善,残疾人就业数量和质量定会得到新的更大提升。更多还原

【Abstract】 2020 is the year of decisive victory in building a well-off society in an all-round way.In recent years,with the strong support and active promotion of the party and the country,the poverty alleviation work has achieved great results.However,with the deepening of the work,people with disabilities have gradually become the focus and difficulty of poverty alleviation due to their own obstacles.As the most basic right of our citizens,employment is an important measure to increase family income and stabilize the effectiveness of poverty alleviation.President Xi Jinping attaches great importance to the work of persons with disabilities,and has repeatedly emphasized in research and conferences that persons with disabilities are a special and difficult group and need the attention and concern of the whole society.Promoting the employment of disabled people is not only a guarantee for the rights and interests of them,but also an important part of the development of people’s livelihood.However,current employment of the disabled still has problems such as a low employment rate,a low level of employment for the disabled,and a low income for the disabled group.The employment of disabled people is still very grim.Tai’an City is one of the top 100 cities for investment environment in China and the China Habitat Environment Award City.It ranks among the forefront of Shandong province in terms of social and economic development and civilization.There are 340,200 disabled people in Tai’an,accounting for 6.16% of the city’s total population.This article focuses on the employment of disabled people in Tai’an City.It introduces measures to strengthen the support of policies,broaden employment channels,strengthen education and rehabilitation services,and increase funding to promote the employment of disabled people in Taian City.It also introduces the characteristics of the three modes of centralized employment,proportional employment and autonomous employment adopted by the disabled in Tai’an.Using literature research method,questionnaire method,and comparative analysis method,it is concluded that the employment of disabled persons in Tai’an City has the problems of low employment rate,low employment level,low income level,and employment imbalance.And it analyzes the reasons that affect the employment of disabled persons from the aspects of laws and policies,employment channels,education levels of disabled persons,vocational skills training for disabled persons,and their own qualities.Then,by comparing the advanced experiences and practices of promoting employment of the disabled at home and abroad,from the three aspects of government,society,and the disabled,it proposes a series of targeted countermeasures and suggestions,such as improving the legal policy system,strengthening the construction of the employment service system,establishing a multi-party collaborative work force,creating a good employment atmosphere,expanding employment channels,strengthening rehabilitation services and education and training,establishing a correct employment concept,and striving to improve their quality,etc.,to provide some references for promoting the employment of disabled people in Tai’an City.At the same time,it is believed that with the establishment of a comprehensive well-off society and economic and social development,with the strong support of the Municipal Party Committee and Municipal Government,the atmosphere for the employment of the disabled in Tai’an will be stronger,the employment channels will be broader,the employment service system will be improved,and the number and quality of employment of disabled people will definitely be improved.更多还原
