基于DPSIR模型的港口总体规划环境影响评价指标体系与应用研究

【摘要】 规划环境影响评价(Planning Environmental Impact Assessment,PEIA)是在战略层次对规划实施后可能产生的环境影响进行识别、预测及评价,并提出预防或者减轻不利环境影响的对策以及措施,是实现产业与环境可持续发展目标的至关重要的一种手段。近年来,我国港口蓬勃发展,港口经济效益显著提高,然而在发展经济的同时产生的各种环境问题也更加突出。当前国内外对于港口的规划环境影响评价工作的开展主要参照建设项目环评进行,因此对于港口规划环评指标体系的研究显得更为迫切。本论文以可持续发展理论及生态学原理作为指导,分析了国内外规划环境影响评价指标体系的理论研究与实践应用现状;结合港口规划发展和港口区域环境特点,确定了港口规划环境影响评价的研究方法与工作程序;运用层次分析法,筛选出具有港口规划环评典型特征的评价指标;利用DPSIR模型,构建了符合港口发展实际情况的规划环境影响评价指标体系;运用层次分析法和德尔菲法,确定了指标权重,构建了基于港口可持续发展的综合评价指标模型。以《南通港总体规划环境影响评价》为例,采用案例研究方法,开展了港口总体规划环境影响评价指标体系应用研究,综合评价了南通港规划建设的可持续性发展水平,以期为明确南通港总体规划环境影响及其环境可行性和环境不利影响的减缓措施提供科学依据。本研究主要成果如下:(1)港口规划环境影响评价指标体系针对港口的特点,较为系统地构建了港口规划环境影响评价指标体系,包括目标层、准则层、要素层和指标层。目标层为港口可持续发展;准则层为生态环境质量、资源与能源可持续利用和社会经济发展;要素层为水环境质量、大气环境质量、声环境质量、生态环境质量、固体废物、水资源利用、土地资源利用、岸线资源利用、社会发展、经济发展;各要素层细分为46个适用于港口规划环境影响评价的指标。(2)港口规划环境影响综合评价指标模型通过计算明确了各级指标权重值及标准值,构建了基于港口可持续发展的综合评价指数模型(港口可持续发展指数,C);明确了C>0.9表明港口发展具有高持续性,C<0.6表明不具有可持续性,0.6<C<0.8,0.8<C<0.9分别表明具有低、中可持续性。(3)港口规划环境影响评价指标体系应用南通港规划环境影响评价应用研究表明,南通港总体规划建设可持续发展指数为0.861,属于中可持续范围;水资源、岸线资源和土地资源是制约南通港可持续发展的重要因素,水环境及生态环境问题也严重影响着港口的可持续发展;针对南通港规划建设可能存在的问题,提出了规划调整的合理化建议和规划建设的环境影响减缓措施。

【Abstract】 Planning environmental impact assessment is an important mean to realize the sustainable development of industry and environment by identifying,predicting and evaluating the possible environmental impacts that may arise after the implementation of the strategic level,and improving the prevention or mitigation of the adverse environmental impact.In recent years,China’s ports have been developing vigorously,and the port economic benefits have been significantly improved.However,various environmental problems arising from the development of the economy are more prominent.At present,the environmental impact assessment of port planning mainly refers to the construction project environmental assessment,so it is more urgent to studying the port planning EIA index system.Guided by the theory of sustainable development and ecological principles,this thesis analyzes the current situation of theoretical research and practical application of planning environmental impact assessment index system at home and abroad.Combined with the development of port planning and the characteristics of port regional environment,the research methods and working procedures of environmental impact assessment of port planning are determined.By using the analytic hierarchy process(AHP),the evaluation indexes with typical characteristics of port planning EIA are screened out.DPSIR model is used to construct the planning environmental impact assessment index system which accords with the actual situation of port development.By using AHP and Delphi method,the index weight is determined,and a comprehensive evaluation index model based on port sustainable development is constructed.Taking Nantong Port General Planning Environmental impact Assessment as an example,a case study method is used to study the application of Nantong Port Master Planning Environmental impact Assessment Index system,and the sustainable development level of Nantong Port Planning and Construction is comprehensively evaluated.The aim is to provide scientific basis for clarifying the environmental impact and its feasibility and mitigation measures of Nantong Port overall planning.The main results of this research are as the following:(1)Environmental impact Assessment Index system for Port PlanningAccording to the characteristics of the port,this thesis systematically constructs the evaluation index system of the port planning environmental impact,including the target layer,the criterion layer,the element layer and the index layer.The target layer of this evaluation index system is port sustainable development.The criteria are eco-environmental quality,sustainable utilization of resources and energy and social and economic development.The factors are water environmental quality,atmospheric environmental quality,sound environmental quality,ecological environmental quality,solid waste,water resource utilization,land resource utilization,shoreline resource utilization,social development and economic development.Each layer is subdivided into 46 indicators applicable to environmental impact assessment of port planning.(2)Comprehensive Evaluation Index Model for Environmental impact of Port PlanningBy calculating the weight and standard value of indexes at all levels,a comprehensive evaluation index model based on port sustainable development is constructed(port sustainable development index C).C>0.9indicates that port development is of high sustainability,C<0.6indicates no sustainability,0.6<C<0.8,0.8<C<0.9respectively indicates low and moderate sustainability.(3)Application of Environmental impact Assessment Index system in Port PlanningThe application research of Nantong port planning environmental impact assessment shows that the sustainable development index of Nantong port planning and construction is 0.861,which belongs to the middle sustainable range.Water resources,shoreline resources and land resources are the important factors restricting the sustainable development of Nantong Port.The problems of water environment and ecological environment also seriously affect the sustainable development of the port.In view of the possible problems in the planning and construction of Nantong Port,the rationalization of the planning adjustment and the mitigation measures of the environmental impact of the planning and construction are put forward.
