【摘要】 当今世界,政治格局变幻莫测,大国关系关乎全人类福祉,中国共产党十八大报告提出构建新型大国关系的重要命题和战略。中国与俄罗斯作为两大重要国家,构建新型大国关系不仅关乎双边,而且影响全球。学术界对于新型大国关系的研究取得了比较丰富的成果,但对于中俄新型大国关系的理论与实践研究还需要进一步的梳理和深入。因此,以十八大为时间节点,梳理了十八大以来中国共产党构建中俄新型大国关系的理论与实践历程,分析未来双方关系的提升路径。中俄新型大国关系具有丰富的内涵,是一种超越意识形态、追求合作共赢的国家关系发展新模式。其提出沿袭了马克思主义经典作家的理论发展脉络,是对马克思主义的继承与发展,是基于两国国情、时代主题和国际形势全面而正确的判断,更是对中国历来外交政策的深刻总结。十八大以来中国共产党构建中俄新型大国关系的理论创新,表现为对中俄新型大国关系的新论述、新定位和新判断。首先,对十八大前后中国共产党对中俄关系的战略认知和阐述进行了梳理。目前,中国共产党认为中俄是最好的一组大国关系、是新型大国关系的典范、两国正处于历史上最好的时期;其次,对经济、政治和人文方面做出了新定位,认为中俄两国应该加强务实合作、提升战略互信和推进人文交流;最后,展望未来做出新判断,指出未来中俄两国在经贸合作、外交政策和合作平台上大有前景可为。虽然在构建中俄新型大国关系的过程中仍存在不少挑战,如彼此的战略互信不足、经贸合作存在阻力、双方固有观念的阻碍和以美国为首的西方外部势力的干扰等。但是双方在实践过程中也取得了丰硕的实践成果,如在国际事务中的协调性不断增强、合作的领域持续扩宽、人文合作普遍开花等。为了更好的推动中俄关系持续健康稳定的发展,对提升中俄新型大国关系路径进行了两方面的思考。一方面,要不断加强顶层设计,实现战略引领,增加策略的灵活性、政策的稳定性和战略对接的联合性;另一方面要保持对话协商,推动务实合作,不断增信释疑。总之,对中俄新型大国关系进行梳理和研究,有利于更好的了解中俄两国关系,助推双边关系迈上新台阶,彰显中国外交智慧,助力国际新秩序的形成。更多还原

【Abstract】 In today’s world,the political landscape is unpredictable and the relationship between the great powers is about the well-being of all mankind.The 18th Party Congress report proposes an important proposition and strategy to build a new-pattem power relationship.China and Russia,as two important countries,are not only about bilateral,but also the world.The research of the relationship between the new powers of China and Russia has made great achievements,but the theoretical and practical study of the relationship between the new-type and the new-type power of China needs further combing and in－depth.Therefore,at the 18 th time node,the theory and practice course of the relationship between the new and new powers in the construction of the Party since the 18th Party Congress has been sorted out,and the promotion path of the relationship between the two parties will be analyzed.The relationship between China and Russia has rich connotation and advocates the establishment of a diplomatic mode of mutual respect,equality and mutual benefit,cooperation and win-win,and actively looks for a new solution for the old problems.It is provided with sufficient theoretical basis,realistic basis and historical basis.This theory follows the theoretical development of the classical Marxist writers,and is the inheritance and development of Marxism;it is based on the national conditions,the theme of the times and the comprehensive and correct judgment of the international situation;it is a deep summary of our country.s history of foreign policy.The theory and innovation of the relationship between the new and new-type power in the party.s construction since the 18th century are reflected in the new discussion,new position and new judgment of the relationship between the new and the new-type power in China and Russia.First of all,we have combed the strategic cognition and the elaboration of the relationship between the Communist Party of China and the Communist Party of China before and after the 18th Party Congress.At present,our Party is of the view that the Sino-Russian is the best set of great power relations,a model of the relationship between the new powers,and the two countries are in the best period of history;secondly,the new positioning of the economic,political and human aspects is made,and the two countries in the two countries should follow up on practical cooperation.To promote strategic mutual trust and promote the exchange of the humanities;and finally,to make a new judgment in the future,and to point out that the two countries in the future are in trade and trade There is a promising prospect for foreign policy and cooperation platforms.Although there are still many challenges in the process of building a new type of relations between China and Russia.such as insufficient strategic mutual trust between each other,resistance to economic and trade cooperation,hindrance of both sides’ inherent concepts and interference of the western external forces led by the United States,and so on.However,both sides have also made fruitful practical achievements in the process of practice,such as the increasing coordination in international affairs,the continuous widening of the field of cooperation,and the widespread flowering of people-to-people cooperation,and so on.In the next stage,in order to better promote the development of the sustainable and healthy development of Sino-Russian relations,the path of the new-type power relations between China and Russia has been pondered.On the one hand,we should constantly strengthen the top-level design,realize the strategic leadership,increase the flexibility of the strategy,the stability of the policy and the joint nature of the strategic docking,on the other hand,maintain the dialogue and consultation,promote the practical cooperation,and keep the letter of doubt.In a word,that relationship between China and Russia is comb and studied,which is conducive to a better understanding of the relations between the two countries and the promotion of bilateral relations to the new step,to highlight the wisdom of China’s diplomacy and to assist the formation of the new international order.更多还原
