基于集疏运结构调整的中国沿海港口绿色效率评价

【摘要】 2017年交通运输部、国家铁路局、中国铁路总公司联合印发《“十三五”港口集疏运系统建设方案》,开展多式联运示范工程。铁路总公司发布《2018-2020年货运增量行动方案》,要求环渤海主要港口约百分之八十的公路铁矿石疏港量转为铁路,重点提升铁路运输占比,促进海铁联运,水水中转运输等。集疏运结构调整相关政策的落地实施将直接改变港口的货物运输结构,在一定程度上减少公路运输量,积极建设铁路运输专线,同时对港口管理方案作出相应调整。港口运输作为交通运输体系的重要组成,一直致力于在技术创新、运输结构调整、相关政策等方面进一步实现船型的标准化、港口的绿色生态化、清洁能源的推广、智能化管理等相关工作,推进港口的绿色可持续发展。在2018年6月,《打赢蓝天保卫战三年行动计划》正式发布,加之国际海事组织发布的“限硫令”,未来,港口的绿色化程度将作为港口发展的重要考虑方向,所以目前针对港口绿色发展现状对其进行效率评价就尤为必要。本文重点研究了集疏运结构调整对我国沿海港口整体绿色效率所带来的影响及其绿色化发展阶段的界定。首先,本文介绍了研究背景与研究意义,并对国内外与本文同类型研究相关的文献进行综述,在此基础上进一步指出本文研究的具体内容和研究方法;之后,对文章涉及到的主要理论涵义进行介绍,为更好地理解文章主旨意义奠定理论基础;再之,分析了绿色港口建设概况及其在建设过程中存在的问题,从国内和国外绿色港口的发展两个方面进行阐述,指明绿色效率评价中的主要参考方向;之后针对国内主要沿海港口绿色效率情况进行评价聚类。针对现阶段国内港口绿色发展情况和主要影响因素等建立评价指标体系,在此基础上进行模糊C均值聚类模型分析和模糊灰云聚类模型分析,选择不同年份进行比对,得出我国沿海16个港口的绿色效率阶段情况。

【Abstract】 In 2017,the Ministry of Transport,the National Railway Bureau and the China Railway Corporation jointly issued the "13th Five-Year Plan" for the construction of a port transportation system to carry out a multi-modal transport demonstration project.The Railway Corporation issued the "2018-2020 Incremental Action Plan for Cargo Transport",which requires about 80%of the highway iron ore dredging volume in the main ports of the Bohai Sea to be converted to railways,focusing on increasing the proportion of railway transportation,promoting combined sea and rail transport,and water transit transportation.Wait.The implementation of the policies related to the adjustment of the structure of mass transit will directly change the cargo transportation structure of the port,reduce the amount of road transportation to a certain extent,actively build railway transportation lines,and adjust the port management plan accordingly.As an important component of the transport system,port transport has always been committed to further standardization of ship types,green ecology of ports,promotion of clean energy,and intelligent management in terms of technological innovation,adjustment of transport structure,and related policies.We will promote the green and sustainable development of ports.In June 2018,the "Three-Year Action Plan to Win the Battle of the Blue Sky" was formally released.Together with the "Sulphur Restriction Order"issued by the International Maritime Organization,the degree of greening of the port will be an important consideration for the development of the port.Therefore,it is especially necessary to evaluate the efficiency of port green development.This paper focuses on the impact of the adjustment of the structure of mass and transportation on the overall green efficiency of coastal ports in China and the definition of the green development stage.Firstly,this paper introduces the background and significance of the research,and reviews the literature related to the same type of research at home and abroad.After that,it introduces the main theoretical meanings involved in the article and lays a theoretical foundation for better understanding the main meaning of the article.Secondly,this paper analyzes the general situation of green port construction and its existing problems in the process of construction,expounds the development of green port in China and abroad,and points out the main reference directions in the evaluation of green efficiency.Then the green efficiency of major coastal ports in China is evaluated and clustered.In view of the current green development of domestic ports and the main influencing factors,an evaluation index system was established.On the basis of this,the fuzzy C-means clustering model analysis and the fuzzy grey cloud clustering model analysis were conducted,and different years were selected for comparison.The green efficiency stage of 16 ports along the coast of China is obtained.
