国家科技计划项目数字档案馆系统的设计与实现

【摘要】 我国档案管理水平日新月异,对纸张文件的保护、历史悠久文物的馆藏知识也越来越丰富,管理好已有的实体档案至关重要,但保存好档案的目的,也是为更便捷和全面的使用它,网络发展迅速、信息化建设成为工作主流任务。共享档案、提高档案者工作效率,这些是建设新的数字化档案系统的直接目的。档案关乎一个国家的发展、历史、实力。文中某科学技术研究所内馆藏的科技计划文件,属于科技档案,蕴含着组织、个人对科研、基建或生产、管理活动中的研究智慧。科技档案的功能、成果已经得到使用,但其过程文件仍然需要保存。保存好为国家的科技建设贡献力量的档案卷宗,使用好科技档案的应有功能,安全馆藏涉密文件,这些不仅是一个作为档案管理者应有的思想意识,也是作为一个中国人对民族智慧财富应有的责任感。根据调查某科学技术信息研究所原系统,发现在以下几个方面需要提升:1、不同来源的档案不能统一管理。不同单位送来的档案有各自不同的档案库,需要输入用户名和密码进入不同的登陆界面后,再进行操作。2、查询借阅没有独立界面进行操作和无法登记借阅信息。查询时误操作会导致档案文件的内容变更,甚至有删除风险。3、电子文件不能录入系统。只能在系统中标明有电子文件,但具体内容不体现在系统中,查找后还要取出光盘读取文件,加大了档案缺失的可能性。4、系统不分级别,没有权限的区分。在对新系统的需求上,总结出多个模块,录入模块、借阅模块、检索模块等,每个模块的功能各有针对工作内容的需求与之对应。因此针对档案系统的不足和系统需求,完善并提升了档案系统的功能,合理化、规范化、系统化、专业化,设计出安全性更强、延展性并存的新系统,是具有创新性规划的一个系统。系统可以完成从接收档案到馆藏档案间的所有流程,区分了管理员与普通用户级别,每人有自己专门负责的项目并由系统统一记录;对电子文件的处理在录入环节增加了挂接电子文件功能;查询借阅可以通过管理员账号实现,并可记录借阅信息,提醒归还日期;所有档案按照批次号统一管理。在此基础上增加了录入登陆界面、质检登陆界面,使档案在各个环节都有唯一的用户操作,避免多人误操作更改不属于自己工作范围的项目文件,保证了工作严谨性、档案安全性。本文末尾对成果进行了总结,提出了一些系统使用上的不足。系统服务于用户,用户体验结束后的反馈才是对系统评价的根据。对于软件部分的问题会比较多的出现在功能模块与使用中的细节部分,需要不断完善以满足用户需求。系统设计技术上的选择比较完美的解决了相关问题。最后回望对某研究所的系统建设、工作中对档案工作的研究、了解目前数字图书馆的需求程度,对未来作出展望。

【Abstract】 The level of archives management in our country is changing with each passing day,and the knowledge of paper documents protection and cultural relics collection with a long history is becoming more and more abundant.It is very important to manage the existing physical archives well.But the purpose of keeping archives well is to use them more conveniently and comprehensively.The rapid development of network and the construction of information technology have become the mainstream task of our work.Sharing archives and improving the efficiency of archivists are the direct aims of building a new digital archives system.Archives are related to the development,history and strength of a country.The scientific and technological plan documents collected in a scientific and Technological Research Institute in this paper belong to the scientific and technological archives,which contain the research wisdom of organizations and individuals in scientific research,capital construction or production and management activities.The functions and achievements of science and technology archives have been used,but the process files still need to be preserved.Keeping archives that contribute to the nation’s scientific and technological construction well,using the proper functions of scientific and technological archives well,and collecting confidential documents in security libraries are not only the ideological consciousness that archives managers should have,but also the sense of responsibility that a Chinese should have for the national wisdom and wealth.According to the investigation of the original system of a scientific and technological information research institute,it is found that the following aspects need to be improved:1.Archives from different sources cannot be managed uniformly.The archives sent by different units have their own archives,which need to enter user names and passwords into different login interfaces before operation.2.There is no independent interface for inquiry and borrowing,and the borrowing information can not be registered.Misoperation in query will lead to changes in the contents of archives,and even the risk of deletion.3.Electronic files cannot be entered into the system.Electronic documents can only be marked in the system,but the specific content is not reflected in the system.After searching,CD-ROM is taken out to read the documents,which increases the possibility of missing files.4.The system is not classified and has no privileges.On the demand of the new system,it summarizes several modules,such as input module,borrowing module,retrieval module,and so on.Each module has its own functions corresponding to the requirements of the work content.Therefore,in view of the shortcomings and system requirements of the archives system,the functions of the archives system have been improved,rationalization,standardization,systematization and specialization have been improved,and a new system with stronger security and more extensibility has been designed,which is a system with innovative planning.The system can complete all the processes from receiving archives to collecting archives,distinguishing administrators from ordinary users,each of whom has its own project and records by the system;the processing of electronic files adds the function of connecting electronic files in the input link;inquiry and borrowing can be realized through administrator’s account,and record borrowing information to remind the return date;There are archives under unified management according to batch number.On this basis,the input and quality inspection landing interfaces are added,so that the archives have only one user operation in each link,so as to avoid the misoperation of many people to change the project documents that do not belong to their scope of work,and ensure the rigor of work and the security of the archives.At the end of this paper,the results are summarized and some shortcomings in the use of the system are put forward.The system serves users,and feedback after user experience is the basis of system evaluation.For the software part of the problem will appear more in the functional modules and the use of the details of the part,need to be constantly improved to meet user needs.The choice of system design technology perfectly solves the related problems.Finally,we look back on the system construction of a research institute,the research of archives work,the demand of the current digital library,and make a prospect for the future.
