【摘要】 2014年4月1日,大兴安岭国有重点林区全面停止木材的商业性采伐。作为大兴安岭林业集团公司的一个下属企业,加格达奇林业局早在2001年就全面停伐,林业局面临“钱从哪里来,人往哪里去”的现实问题。十余年来,该局一直在探索特色林下产业的转型并形成了适合自身发展的产业模式,即:“三种一养一游”特色林下产业。该产业模式不仅带动林业职工增收致富,还增强了林业局的整体实力,但同时也遭遇发展过程中的瓶颈问题。根据以上研究背景,首先,通过查阅文献资料并进行数据对比分析发现,加格达奇林业局是黑龙江乃至全国重点国有林区较为特殊的林业局之一。该林业局林业产业主要经历1998年前、1998年、2001年、2014年等四个阶段的变化,在停伐后逐渐摸索出适合自身发展的产业模式。其次,经过实地调查研究发现,近年来加格达奇林业局发展特色林下产业初步具备了相应的产业规模和产值,并形成了一定市场竞争力,在市场竞争中具备了区位、自然、效益等竞争优势,但同时也存在气候、技术、基础设施、资金、项目等市场竞争劣势和问题,究其原因,主要体现在科技发展主观意识较弱、土地利用水平低、资金来源渠道少门槛高、争取项目落地少等。最后,论文针对加格达奇林业局发展特色林下产业出现的问题,提出了加强高精尖技术和高科技人才引入和培训、有序高效利用已有土地资源、增加产业扶持资金降低贷款门槛、加强基础设施建设、争取优势产业项目和政策落地等相对应的举措,并从政策法规、资源禀赋、科学管理、财政政策等四方面提出了保障措施。加格达奇林业局具备林下产业转型的普遍性和特殊性,因此,论文的研究成果不仅可以为加格达奇林业局林下产业转型提供方案,还可以为我国其他地区国有重点林区转型提供借鉴。更多还原

【Abstract】 On April 1st of 2014,China’s Greater Xingn Mountain state-owned forest stopped its commercial logging resulting in an economic downturn and brain drain.Affiliated to the Greater Xingn Mountain Forestry Group,Jiagedaqi Administration of Forest had stopped commercial logging since 2001 and it had been groping for a suitable industry transformation model in many years and a final one was found emphasizing on sea-buckthorn,hazelnut,Chinese Globeflower,bee keeping and ice&snow tourism.This model can make citizens earn more and the whole area developed.However,there are also many setbacks.Starting with the background and history of Jiagedaqi forest industry,the thesis focuses on transformation of characteristic forest industry of Jiagedaqi Administration of Forest.There are four periods of time for forestry development in Jiagedaqi before 1998,around 1998,around 2001 and in 2014.Each period has its inner-motivation and rationality for different forestry development model.In recent years,Jiagedaqi pushes forward the transformation of characteristic forest industry,which provides the locals with new ways to earn more money.However,this new model also has its setbacks and problems such as weather,genuine,resources,fund,technology,project and so on.The thesis illustrates the current situation,advantages,setbacks and solutions for the issue and analyzes the final suggestions and comes to a conclusion that Jiagedaqi should strengthen the forestry transformation model by high-tech projects and talents,fully used lands,adequate fund supplement,appropriate projects.Jiagedaqi Administration of Forest is one of China’s key state-owned forestry zones,which has its own specialty.With its special aspects in location,weather,history,industries,transformation of characteristic forest industry of Jiagedaqi Administration of Forest has its own specialty and is also in common with other administration of forestries,which may provide a practical solution for relative regions that stopped commercial logging.更多还原
