【摘要】 近年来,移动警务应用在公安实战中发挥了越来越重要的作用,逐渐成为公安信息化应用新的增长点。然而,移动警务建设应用技术实现困难、开发成本高、数据交换不规范、安全隐患多、应用管理缺乏有效手段等问题也日益突出。针对上述问题,对移动警务建设工作提出新的解决方案。在移动警务建设应用顶层设计规划下,基于当前主流的移动应用AppStore理念,立足开放的架构和完善的底层服务体系,结合安全管控要求,探索建立集移动警务应用规范、服务、管理和应用为一体的开放移动应用服务平台,逐步探索构建可持续发展的公安移动警务建设应用生态系统。当前,移动警务发展迅猛、空间很大,如何使警务工作在移动中更加顺畅?如何使移动技术不断迸发出推动警务变革的能量?这是一个非常值得思考的重要课题。与同传统移动警务系统相比,本文主要工作有以下几方面:(1)建立应用门户,移动软件门户或称之为警软中心,是移动警务核心,是警务应用软件的承载平台,用于管理和汇集安装在终端设备上的公安业务应用软件(或模块),向民警提供实战应用的工作界面。民警通过用户登录后,可以访问应用超市,在超市中查询和下载相关应用软件;也可对应用软件进行评分及用户反馈等功能,实现开发者与用户的沟通交流。该软件是基于“大情报”、“大平台”源数据,保障了数据一致性。系统通过无线安全接入平台接入公安内网,符合安全接入标准。该软件是能对警用移动应用程序提客户端管理服务和更新公告,以及客户端反馈信息采集的工具软件,同时提供BS结构的后台管理功能,方便公安民警对应用进行上传、更新、统计等操作。(2)建立统一规范,根据公安移动警务工作的相关设计要求,并制订相关的规范。要求并指导软件设计人员和软件开发人员按照相关建设要求来完成软件生产。针对不同警种提供不同的移动应用,以类APPStore的形式集成各种移动警务应用,满足公安机关、交管部门、环境监察等差异化的应用需求。(3)建设创新应用,根据移动警务应用开发规范,不同的业务部门可以根据自己的实际需求开发APP应用。只要满足规范的移动应用都可以安全地接入到警软中心。本文通过移动接处警应用展示移动警务的创新应用,通过构建接处警、巡逻防控、警力指挥调度在移动条件下的业务流程,充分依托警用地理信息系统、移动警务应用,以及通信网络,有效整合视频、定位信息、地理数据等资源,实现对巡逻警车、处警民警的准确定位和可视化指挥,实现对警情的快速反应、迅速处置。更多还原

【Abstract】 In recent years,mobile police application plays a more and more important role in the public security practice.And it gradually becomes a new growth point of the public security informationalized application.However,there are still a lot of problems: the difficulties of making it true,the high cost of its development,little standardization in exchanging the data,hidden danger in security and absent effective means in the management of applications.These problems are increasingly prominent.To resolve these problems,mobile police construction has some new schemes.Under the program of the top design of mobile police construction,based on the main current ideas about the mobile application of APP store,we should establish the open framework and perfect system of underlying services,and with the safety control requirements,we are trying to explore and establish the service platform of open mobile application,which integrates the standard service and management.We also gradually try to explore and establish the continual ecosystem of public mobile police construction application.At present,mobile application develops quickly and there’s a lot of room for its growth.How to make the mobile police work become more unhindered and how to make the mobile technology promote the policing transformation is a very important project for us to think deeply.Compare with the traditional police system,this article analyzes as below:(1)Set up the application portal.Mobile software portal or we can also call it police software centre,is the core of mobile police.It is also the chassis platform of police internet application.We use it to manage and collect the public security business application software that instal ed on the terminal equipments to provide police actual combat application interface.When the police log in,they can visit the application market,query and download the software they need.They also can grade the software and give the feedback about them,thus the communication between developers and users comes true.The software is based on the data of “big information” and “big platform”,which keep the data consistent.The system accesses platform by the wireless safely,then accesses the network of public security.This way conforms the standard of the safe access.The software is the one that can provide the client management services and update announcement to the police mobile application program.It also can collect the feedback information from the clients.Meanwhile,it supports the backstage management function of BS structure.So the police can upload,update and census conveniently.(2)Set up the unified regulations,working out the relevant standard according to the design requirements or the public security police works.Ask and direct the software designers and developers to finish the software production according to the relevant constructive requirements.To satisfy the different applications of different kinds of police,such as Public Security Organ,Vehicle Management and Environment Supervision,we should integrate various mobile police applications as APP store.(3)Set up innovational application which is in line with the development norms of mobile police application.Different business departments can develop the application based on the needs by themselves.All the mobile applications can be joined up as long as they are normative.This article shows the innovational application of mobile police by the mobile alarm works.By constructing alarm works,patrol,police command scheduling under the condition of the mobile business processes,we can realize the visual command of the patrol cars,deploying policemen,industry in rapid response and processing effectively,which rely on the police geographic information system,mobile police application,communicative networks.And we can also depend on the information,which integrate video,location information and geographic data.更多还原
