征管质量与税管员绩效考核系统的设计与实现

【摘要】 加强对税收征管质量和税管员的绩效考核管理,是评价税收征管工作绩效的最好方法,也是转变以前只以是否完成收入任务来考核税收征管工作的有效手段。如何充分利用现代信息技术,设计实现科学实用的税收征管质量和税管员绩效考核系统,使考核过程通过程序自动流转,减少人工收集汇总考核信息的工作量,并通过程序定时考核计算形成考核结果,在考核计算过程中能防止一些人为因素,使得考核过程更加公正、客观、高效,成为了地税部门信息化建设过程中一直面临的重要课题。论文立足Y市地税局征管质量与税管员绩效管理现状,设计实现了一个实际可行的征管质量与税管员绩效考核信息管理系统。论文采用B/S结构及三层架构软件模型,基于关键绩效指标(Key Performance Indicator)(简称KPI)绩效评估理论,利用软件工程的思想对考核系统进行了需求分析、详细设计以及系统实现、测试。系统在VS2010开发平台下使用SQL Server2008数据库管理系统开发完成。论文研究主要工作对应于各功能模块的实现:(1)实现了对系统的考核数据的采集和导入,包括考核需要的指标管理、回退数据库中数据的查询导入、税管员核实数据的导入、税管员工作量系数的录入等;(2)依据考核指标和相关考核指标系数实现了对征管质量与税管员绩效的考核计算,系统将计算任务分为两步完成,第一步完成对纳税人基本数据计算,即将相当一部分查询计算工作放在了从Oracle回退数据库导入本系统的SQL Server2008数据库这一环节中,第二步依据第一步计算得到的与考核指标对应的数据计算各考核指标得分;(3)征管质量与税管员考核结果的查询统计功能。系统实现时,采用了ASP.net 3.5技术和C#语言,结合AJAX技术与多线程编程技术,利用存储过程、数据库查询优化等技术提高了系统运行的效率,解决了系统运行的速度瓶颈,并且保障了系统运行时对数据操作的完整性和提供了更好的用户操作体验。系统通过实际投入应用,有效地提高了征管质量与税管员绩效考核的工作效率,基本满足了Y市地税局征管质量与税管员绩效考核的信息化和自动化要求。

【Abstract】 To strengthen the quality and the performance appraisal management of tax collection is the effective means to assess the quality and efficiency of tax collection and management,but also an important way to change the traditional assessment only throughout the task of tax income complete or not.How to make full use of modern information technology,to design and implementation a scientific and practical performance evaluation system of tax collection quality has become an important issue in tax departments in the information construction process.According to the insufficiency of the traditional manual appraisal means,based on the present situation of performance management on tax collection quality in Y city,this paper design and carried out a practical and feasible appraisal information management system of tax collection quality and tax management staff performance.This thesis adopts B/S structure and three layer software architecture model,based on key performance indicators(KPI)assessment theory and software engineering thought,completed the system demand analysis,design,implementation and testing.System built on VS2010 development platform with ASP.NET 3.5 technology and C# language,using SQL Server 2008 database management system.The main research work achieved corresponding to each functional module of the system:(1)the collection and import of evaluation data;(2)assessment results calculation based on the appraisal index and coefficient setting,which include the result calculation of tax collectors and tax collection quality of subordinate unit;(3)the management of evaluation result,include query,statistics and reporting on the assessment results.The system performance and efficiency is optimized by using ASP.NET server scripting technology,AJAX,database access technology,database stored procedures,data cache technology,and multi-layer software design architecture.From the actual running situatuin of the system shows the design target of the system has been basically reached.And the performance appraisal efficiency and the tax department work efficiency have been greatly improved.
