【摘要】 大学是科学技术研究,尤其是原始技术发明的发源地,在实现国家创新驱动发展战略中拥有举足轻重的地位。大学的技术发明成果向产业界转移,是国家创新体系的重要组成部分。然而,基于专利转移数据对我国大学技术转移的成果进行粗略分析发现,高校技术专利能够成功实现转移的比例十分低,近年来甚至呈现下降趋势。构造有效的指标对大学技术转移效率进行评估,验证我国大学技术转移是否真正能够促进产业技术水平的提升,以及考察影响大学技术转移效率的因素成为当务之急。本文首先对当下我国技术发展和技术转移的现状进行了描绘,接着从海内外学者的研究中了解大学技术转移的特点,并对我国大学技术转移遇到的问题进行初步理论分析。并提出大学技术转移低效率的主要影响因素包括政策激励和信息不对称两大类。紧接着对大学技术转移的效率衡量提出了五个指标,综合考量后选择从微观定量角度出发的技术成果转化率和投入产出比类指标,以及从宏观目的角度出发的市场与经济发展类指标对大学技术转移效率进行考量。通过非参数数据包络分析方法和固定效应模型下的面板数据分析,我们成功构建了大学技术转移效率指标,验证了大学技术转移确实会促进企业研发投入和技术水平的提升,并验证了市场化水平的提高对大学技术转移效率水平有良好的促进作用。为大学技术转移政策的制定提供了有益的参考。更多还原

【Abstract】 University is the base of scientific research,especially the invention of original science and technology.It plays an important role in realizing the national innovation-driven development strategy.The transfer of technical inventions from universities to enterprises is an important part of the innovation system.However,a crude analysis of the results of university technology transfer by patent transfer data shows that the proportion of successful transfer of university technology is very low.And it even shows a downward trend in recent years.It is imperative to construct effective indicators to evaluate the efficiency of university technology transfer and to verify whether the transfer of university technology can really promote the improvement of social technology in China.And it’s also important to examine which factors influencing the efficiency of university technology transfer most.This article first describes the current situation of technology development and technology transfer in China.Second,we try to analyse the characteristics of university technology transfer from the domestic and foreign scholars’ research and carry out a preliminary theoretical analysis on the problems encountered in the technology transfer in China.The conclusion comes out that main influencing factors of the inefficiency of university technology transfer include policy incentives and information asymmetry.Third,we put forward five indicators for measuring the efficiency of university technology transfer.After consideration,the technology conversion rate and input-output ratio indicators which come from a micro-quantitative point of view and market and economic development indicators which come from the macro-perspective point of view are selected to measure the university technology transfer efficiency.Through non-parametric data envelopment analysis and panel data analysis under the fixed effect model,we successfully constructed the indicator of university technology transfer efficiency,and verified that the transfer of university technology will indeed promote the R&D investment and technology level of enterprises.And we successfully verified that the improvement of marketization has a positive effect on improving the transfer of university technology.This article provides a useful reference for the policy making of university technology transfer.更多还原
