【摘要】 2016年9至11月,山西开展了规模宏大的“万名干部入企服务活动”,按照全省的统一安排,本次活动共选派干部14477名,入驻企业4580户,涉及工业、商业、农业、建筑业、交通业等各领域。这次干部入企工作不同以往,从动员的人数、覆盖的企业等方面不仅在山西前所未有,在全国看来也属于个例。万余名机关干部深入企业,主动帮助企业查找问题,解决企业实际困难,从实际效果来看,这次活动不仅帮助企业排忧解难,更激发起了广大干部和企业真抓实干的主观能动性,让干部和企业深入沟通交流,为优化营商环境,改善政企关系打下了坚实的基础。笔者站在山西的视角,通过回述改革开放后的山西的政企关系发展,力图解读其政企关系的发展路径,并开创性的叙述开展于2016年的万名干部入企服务活动为山西省带来的政企关系构建经验。笔者以亲身进入企业进行帮扶的经历为例,从个案来分析出企业存在的实际困难,抓住整个活动中政府和企业的好的典型做法,总结整个干部入企服务活动取得的经验与成效。在上述基础之上,针对当前山西政企关系典型问题或不足之处,笔者分析了其历史渊源和存在的原因,并结合山西省万名干部入企服务活动带来的可操作做法和经验,给出构建良性政企关系的所需的路径和线索,得出在促进职能转型、找准角色定位、尝试建立服务企业常态化机制、进一步优化行政审批环节等几个方面,政府有关部门仍需下大力气、大功夫,来推动政企关系的进步,让企业为山西的转型综改发展贡献力量。本文意图在为政企关系的改善提供有参考性的意见或建议,虽立足于山西本省,但也期望能为我国的营商环境、政企关系的优化、中国特色社会主义市场的建设提供一份微薄的经验和建议。更多还原

【Abstract】 From September to November,2016,Shanxi launched a large-scale“10,000 cadre entering enterprises activities”.According to the unified arrangement of the province,this event selected a total of 14,477 cadres,and4,580 enterprises involving industry,commerce,and agriculture.construction industry,transportation industry and other fields.This event has large difference from before.The number of mobilized people andthe enterprises covered have not only been unprecedented in Shanxi,but also belong to the whole country.More than 10,000 government officials have gone deep into the enterprise to actively help enterprises find problems and solve practical difficulties.From the actual results,thisevent not only helps enterprises solve problems,but also stimulates thesubjective initiative of the majority of cadres and enterprises.In-depth communication with the company has laid a solid foundation for optimizing the business environment and improving the relationship between government and enterprises.The author stands in the perspective of Shanxi,and tries to interpret the development path of the relationship between government and enterprises by reciting the development of political and enterprise relations in Shanxi after the reform and opening up.And the groundbreaking narrative was carried out in 2016.The “10,000 cadres entering enterprises” activities brought experience in the construction of government-enterprise relations brought by Shanxi Province.Take the experience of personally entering the enterprise for assistance,and the case to analyze the actual difficulties of the company,the writer trys to grasp the good typical practices of the government and enterprises in the whole activity,and summarize the experience and achievements of the “10,000 cadres entering enterprises” activities.On the basis of the above,in view of the typical problems or shortcomings of the current government-enterprise relationship in Shanxi.The author analyzes its historical origins and reasons for existence,and combines the operational practices and experience brought by the “10,000 cadres entering enterprises” activities in Shanxi Province.Given the necessary paths and clues to construct a benign relationship between government and enterprises,it is concluded that the relevant government departments still need to promote functional transformation,identify role orientation,try to establish a normalization mechanism to service enterprises,and further optimize the administrative approval process.We will make great efforts and great efforts to promote the progress of the relationship between government and enterprises,and let enterprises contribute to the development of the comprehensive reform transformation in Shanxi Province.This article intends to provide reference opinions or suggestions for the improvement of government-enterprise relations.Although it is based on Shanxi Province,it also hopes to provide a framework for the whole country to improve the government-enterprise relations,and the construction of socialist market with Chinese characteristics,to give meager experience and advice.更多还原
