【摘要】 本杰明·巴伯是当代西方强势民主理论的首创者和主要倡导者。自由主义民主不仅在理论界傲视群雄,并且在政治制度构建和社会实践方面也取得重大胜利。但是,自由主义民主也并非完美无缺,随着理论的发展和实践的深入,自由主义民主中流露出的非民主因素也日渐显露出来,给社会实际和政治生活带来了不可避免的消极影响。新古典自由主义用市场取代了政府可以解决一切问题的神话,经济领域中的“外购”模式延伸到了民主政体中,人们将他们的民主责任“外购”给选举出来的代表,这就开始产生了一个异化的过程,其结果就是败坏公共利益,逐渐使民主变得形同虚设。巴伯称之前的自由主义民主为“弱势民主”,因为自由主义民主在对民主和自由两方面的态度和行为是不同的,自由主义民主对自由的偏爱使得天平倾向了自由的一侧。因此,民主被看成了是怀疑的、审慎的和不确定的对象。巴伯不仅对这种看法做了深入地批判,还对自由主义民主的典型代表代议制做了深刻地剖析。巴伯的强势民主重新阐述了参与和公民身份的重要价值与意义,并此基础上来修补弱势民主的缺陷,唤醒人民的政治参与意识,培养人民的政治参与热情和责任感,强化人民对权力中心的亲近感。巴伯对强势民主具体实施措施的设计是建立在他深入对美国邻里民主生活的考察与分析的基础之上,具有十分重要的理论价值与现实意义。当然,巴伯的强势民主理论和实践方案在某些方面还是有些欠妥当的,需要我们客观公正地去看待。更多还原

【Abstract】 Benjamin Barber is the founder and main advocate of modern western strong democratic theory.Liberal democracy not only in the theoretical world,but also in the construction of political system and social practice has also achieved a major victory.However,liberal democracy is not perfect either.With the development of theory and the deepening of practice,the non-democratic factors revealed in liberal democracy are showing up day by day.Has brought the inevitable negative influence to the social reality and the political life.Neo-classical liberalism replaces the myth that the government can solve all problems with the market,and the "outsourcing" model in the economic field extends to democracy.Our democratic responsibility of "outsourcing" to elected representatives begins to produce a process of alienation,the result of which is to corrupt the public interest and gradually make democracy a virtual reality.Barber called the previous liberal democracy a "weak democracy" because liberal democracy’s attitude and behaviour towards democracy and freedom were different,and liberal democracy’s preference for freedom made the balance tend to be on the side of freedom.Democracy,therefore,is seen as an object of suspicion,prudence and uncertainty.Barber not only criticized this view deeply,but also deeply analyzed the representative system of liberal democracy.Barber’s strong democracy restated the important value and significance of participation and citizenship,and on this basis to repair the shortcomings of weak democracy,awaken the people’s awareness of political participation,and cultivate the people’s enthusiasm and responsibility for political participation.Strengthen the people’s sense of intimacy to the center of power.Barber’s design of concrete implementation measures for strong democracy is based on his in-depth investigation and analysis of the democratic life of his neighbors in the United States,which has very important theoretical value and practical significance.Of course,Barber’s strong democratic theory and practice in some ways is not appropriate and needs to be seen objectively and fairly.更多还原
