【摘要】 我国自然保护区面积占国土面积的15%左右,高于国际平均水平。我国自然保护区作为生态文明建设的重要载体,在维护国家生态安全、保护自然资源和自然环境方面具有重要的作用。自然保护区文化是生态文化的主要表现形式之一。大力加强自然保护区文化建设,能够促进自然保护区发展、适应时代发展需要、推动生态文明建设;自然保护区文化建设对自然保护区有促进作用、导向作用、保障作用、激励作用。本文主要研究以下三个方面:一是自然保护区文化建设的特征、意义、作用和原则;二是自然保护区文化建设的内容;三是分析自然保护区文化建设的现状和问题,并提出对策建议。本文对国家林业局自然保护区研究中心提供的不同省份51个自然保护区的总体规划进行了分析研究。从这些自然保护区总体规划中选取森林生态类型、野生动物类型、内陆湿地类型等三种类型自然保护区,分别对其文化建设现状进行分析;同时对北京松山、四川卧龙、河北衡水湖三个自然保护区进行个案分析。发现自然保护区文化建设过程中存在着诸多问题。如:重视程度不够,基本保障不足,基础设施和产品不全,建设形式不多,活动内容不丰富等。在此基础上本文提出了我国自然保护区文化建设的对策建议。主要建议有:提升文化建设的地位,把文化建设作为提升软实力的重要手段,提高对文化建设的重视;突出文化建设的特点,与保护目的相一致、与保护对象相吻合、与保护区域相协调;丰富自然保护区在文化基础设施、品牌、管理办法和制度、文化活动等内容方面的建设;保障方面应制定专门的文化建设发展规划、建立有效的考评机制、增加专项的经费投入、成立高水平的专业队伍。更多还原

【Abstract】 China’s nature reserves area accounts for about 15%of the land area,higher than the international average.China’s nature reserves as an important carrier of ecological civilization construction,in maintaining national ecological security,and playing an important role in protecting of natural resources and the natural environment.Nature reserve culture is one of the main forms of ecological culture.The cultural construction of nature reserve can promote the development of nature reserve and adapt to the development needs of the times and promote the construction of ecological civilization.The cultural construction of nature reserve has the function of promoting,guiding and protecting the nature reserve.This paper mainly researched the following three aspects:First,the characteristics,significance,function and principle of the cultural construction of the nature reserve;the second is the content of the cultural construction of the nature reserve;the third is to analyze the current situation and problems of the cultural construction of the nature reserve and put forward countermeasures.In this paper,the o’verall planning of 51 nature reserves in different provinces provided by the Nature Reserve Research Center of State Forestry Administration is analyzed and studied.Three types of nature reserves,such as forest ecological type,wild animal type and inland wetland type,were selected from the general plan of these nature reserves,and the status of cultural construction of these three types of nature reserves were analyzed.At the same time,Beijing Songshan,Sichuan Wolong,Hebei Hengshui Lake are reserves for case analysis.It is found that there is not enough information in the process of cultural construction of nature reserves,such as lack of basic guarantee,lack of infrastructure and products,few forms of construction and lack of activities.On this basis,the paper puts forward the countermeasures and suggestions for the cultural construction of nature reserves in China.The main suggestions are:to enhance the status of cultural construction,as an important means to enhance the soft power to improve the emphasis on cultural construction;nature reserve in the process of cultural construction highlights the characteristics of cultural construction,consistent with the protection of the purpose of protection and the protection of the area in harmony;to rich nature reserves in the cultural infrastructure,brand,management practices and systems,cultural activities and other aspects of the construction;nature reserves in the protection of cultural construction should develop a special cultural development planning,the establishment of an effective evaluation mechanism,increase the special funding,the establishment of a high level of professional team.更多还原
