【摘要】 “一带一路”倡议是党中央、国务院根据全球形势变化,统筹国际国内两个大局做出的重大战略决策,对开创我国全方位对外开放新格局,推进中华民族伟大复兴进程,促进世界和平发展,都具有划时代的重大意义。“一带一路”建设中,沿线国家和地区非传统安全风险突出,恐怖活动、跨国有组织犯罪、新型犯罪等安全威胁不断增多,“一带一路”建设的推动进程正面临着一系列的安全风险。国际警务合作以打击跨国犯罪、维护国际社会秩序为目的,其在服务中国国家安全战略和对外工作大局中发挥着重要的作用,也是保障“一带一路”建设境外安全的重要抓手。习近平总书记在2018年8月27日出席推进“一带一路”建设工作5周年座谈会上明确指出下一阶段的重点工作之一就是要高度重视境外风险防范,完善安全风险防范体系,全面提高境外安全保障和应对风险能力,这为当前国际警务合作提供了根本遵循和努力方向。总体国家安全观是在准确把握中国国家安全形势新特点新趋势的基础上提出的重大战略思想,它为中国特色国家安全道路指引了方向,也为中国国际警务合作服务和保障“一带一路”建设安全提供了战略和理论指导。本文尝试基于总体国家安全观的视角,结合全球安全治理理论,从传统安全与非传统安全、国家安全与国家发展和自身安全与共同安全这三个关系维度,重新审视当前中国国际警务合作主要机制的目标定位,归纳其现状并分析存在的问题,有针对性地提出改进、完善和创新现有机制的建议方案,以更好契合“一带一路”建设境外安全保障的时代要求,从而全面、综合、有效地服务国家新时期的安全与发展。更多还原

【Abstract】 As a major strategic decision,the One Belt and One Road（hereinafter referred to as B&R）initiative is made by the CPC Central Committee and Chinese Government based on the changes concerning the global trend and the overall situation at home and abroad.Nowadays,global security issues such as terrorism,transnational organized crimes and cyber crimes are becoming more and more serious.Security threats and risks are increasingly on the rise.Aiming at fighting against transnational crimes and maintaining international social order,international police cooperation plays an important role in serving China’s national security strategy and external work as well as an important mechanism for the overseas security.In August 27,2018,General Secretary Xi Jinping urged the construction of a Risk Prevention System as a key for the next phase of work in the 5^th Anniversary of B&R and thus it provides the basic guidelines for the current international policing cooperation.The Outlook on Overall National Security is a significant strategic idea put forward on the basis of the new features and trends of China’s national security situation.It leads the path of national security with Chinese characteristics,and provides strategic and theoretical guidance for China’s international police cooperation and the security of B&R construction.This paper,based on the perspective of Overall National Security,Global Security Governance and the relationships between traditional security and non-traditional security,national security and national development as well as self-security and common security,is devoted to re-examine the objectives of Chinese international policing cooperation mechanism in terms of overseas security protection thereby put forward the proposal based on the analysis the current mechanisms with aims at keeping up with the requirements of the overseas security and providing comprehensive,integrated and effective service for Chinese national security and development of the new period.更多还原
