【摘要】 2014年,国家提出建设“长江经济带”的区域发展战略,并出台《国务院关于依托黄金水道推动长江经济带发展的指导意见》,明确长江经济带的四大战略定位之一是打造生态文明建设的先行示范带。2016年,《长江经济带发展规划纲要》的推出,进一步明确了长江经济带发展的基本思路是生态优先、绿色发展。水生态文明建设是生态文明建设的核心内容,研究长江经济带水生态文明建设具有重要的现实意义。水生态文明建设是以人水和谐为理念,以水生态环境自然规律为准则,旨在实现水生态—经济—社会系统良性循环的可持续发展之路,具体包括水资源文明、水安全文明、水环境文明、水管理文明和水文化文明。基于现有部委、省市发布的水生态文明评价指标实践和已有的学术理论探讨,立足于水生态文明内涵构建一套评价指标体系框架,并采用主成分分析法对长江经济带9省2市2006-2015年的水生态文明建设现状予以评价和分析。首先,分析长江经济带水生态文明建设综合指数和五个维度指标体系的指标均值之间的相关性,研究发现长江经济带水生态文明建设综合指数与水资源文明、水管理文明指标体系指标值的正相关性明显;其次,对长江经济带各省市近十年的水生态文明建设综合指数及五个维度指标体系指标值的走势予以剖析;最后,将长江经济带水生态文明建设的文明程度划分为文明、较文明、一般文明、较不文明、不文明五个等级,由此探讨长江经济带的东中西三大区域的水生态文明建设现状。总体而言,长江经济带水生态文明建设水平近十年来整体呈上升趋势,但省市之间非均衡性明显,而且东部区域省市的水平优于中西部区域,西部区域省市好于中部区域。就分维度文明而言,长江经济带各省市的分维度文明建设侧重点不同,东中西三大区域的发展策略也有差异。针对长江经济带水生态文明建设现状,总体上应做好顶层设计、融入五大发展新理念,同时,从五个方面加强分维度文明建设,一是共享长江水资源,落实以人为本;二是协调长江经济带水资源配置;三是保护水环境,建设绿色生态走廊;四是创新构建水生态文明的管理制度体系;五是贯穿水生态文明,开放带内外。更多还原

【Abstract】 In 2014,our country proposed building the "Yangtze River Economic Zone"regional development strategy,and promulgated the " relying on the golden waterway to promote the development of the Yangtze River Economic Zone," a clear positioning of the Yangtze River economic zone is ecological civilization Demonstration zone.In 2016,the "Yangtze River Economic Development Plan"launched,further clarified the Yangtze River economic development of the basic idea is the ecological priority,green development.Water ecological civilization construction is the core content of ecological civilization construction,and studying the Yangtze River economic water ecological civilization construction has important practical significance.The construction of water ecological civilization is based on the concept of water and harmony,and the natural law of water ecological environment as the criterion.It aims to realize the sustainable development of water ecology-economy-social system,including water resources civilization,water security civilization,Water environment civilization,water management civilization and water culture civilization.Based on the practice of water ecological civilization evaluation index published by existing ministries and commissions and provincial cities,this paper constructs a set of evaluation index system framework based on the connotation of water ecological civilization,and adopts the principal component analysis method to analyze the Yangtze River economic zone 2006-2015 the status of water ecological civilization.First,the paper analyzes the correlation between the index of eco-civilization construction and the mean value of five-dimension index system.It is found that there is a positive correlation between the comprehensive index of water ecological civilization construction and the indicators of water resources civilization and water management civilization index system in the Yangtze River.Secondly,the comprehensive index of water ecological civilization construction and five dimension indicators in recent ten years.Finally,the civilization level is divided into five categories:complete civilization,more civilized,general civilization,less uncivilized,completely uncivilized,so as to explore the present situation of water ecological civilization construction in three regions.In general,the level of ecological civilization construction in the Yangtze River economic zone has been increasing in the past ten years,but the imbalance between the provinces and the provinces is obvious,and the level of the eastern provinces is better than that of the central and western regions.The western provinces are better than the central area.On the dimension of civilization,the Yangtze River economic belt provinces and cities of the sub-dimension of civilization construction focus is different,the East and West three regional development strategies are also different.According to the status quo of the construction of the ecological civilization of the Yangtze River economic belt,on the one hand,the overall design should be done,combining with the five major development concepts,on the other hand to strengthen the five dimensions of civilized construction.Firstly,sharing the water resources of the Yangtze River;secondly,to coordinate the Yangtze River economic zone with water resources allocation;thirdly,to protect the water environment as green ecological corridor;fourth,to innovate the construction of water ecological civilization management system;lastly,open inside and outside with the idea of water ecological civilization.更多还原
