【摘要】 本文从环境经济学、财政会计学、边际效效益理论、公共制度设计原理和方法,结合信阳市的实地情况,秉承概括当前现状及问题、分析问题、解决问题的思路,运用理论知识分析和实际事例分析相结合的办法,对当前城市生活垃圾收费管理的现状、问题、原因进行全面剖析,结合国外发达地区的成功经验,提出城市收费制度对策设计的思路。一、阐明论文研究的目的、意义,分析国内外研究现状,探究相关领域作者解决问题的思路和方法,是本篇论文的主要内容、重点;二、对垃圾收费理论知识进行分析,列举一些国内外收费政策,阐述定额、计量、水系收费法等其他收费方式运用,研究了收费对象与标准和环卫作业管理,综上所述,为制定信阳市生活垃圾收费政策提供依据。三、简要介绍了我国和信阳市经济社会基本情况,市政市容管理体制模式,环保资金,生活垃圾处理现状,生活垃圾收费政策现状,并分析当前收费政策存在的问题和制定有效收费制度的必要性;四、学习发达地区政府的先进做法,根据信阳市实际情况,总结垃圾收费管理的重点难点,列举出改善信阳市当前垃圾收费管理的措施。经过上述论述,除了分析信阳市的垃圾收费管理的问题,也表明大多数三四线城市在垃圾收费管理工作的中遇到的瓶颈,作为最基本也最根本的源头上的收费管理干得好有利于推进城市走上科学管理环境卫生的发展道路,为推进垃圾分类和无害化垃圾处理的循环经济发展作坚实的制度保障,也有效的转变政府职能,推动社会管理市场化服务的深化改革,最根本的是要发展的成果要来百姓共享,使百姓在健康绿色的美好环境中生活。更多还原

【Abstract】 Based on environmental economics,financial accounting,marginal benefit theory,design principles and methods of public system,combined with the actual situation of Xinyang City,this paper summarizes the current situation and problems,analyses the problems and solves the problems,and uses the method of combining theoretical analysis with empirical analysis to analyze comprehensively the current situation,problems and causes of municipal solid waste charge management.Based on the successful experience of foreign developed areas,the paper puts forward the design ideas of urban toll system countermeasures.1.To clarify the purpose and significance of the research,the current research situation at home and abroad,the research ideas and methods,the main contents and key points of the paper;2.To analyze the government’s garbage charging theory,introduce the domestic and foreign charging policies for many years,and elaborate the application of other charging methods such as quota,measurement and water system charging method,so as to comprehensively analyze the charging objects and standards and the management of sanitation operations.Above all,it provides a basis for formulating the policy of municipal solid waste charge in Xinyang City.3.Briefly introduced the basic economic and social situation of our country and Xinyang City,the system and mode of municipal appearance management,environmental protection funds,the status quo of domestic waste treatment,the status quo of domestic waste charging policy,and analyzed the existing problems of current charging policy and the necessity of formulating an effective charging system;4.Learn the advanced practices of the governments in developed areas,and summarize the garbage according to the actual situation of Xinyang City.The key and difficult points of charge management are listed,and the measures to improve the current waste charge management in Xinyang City are listed.After the above discussion,in addition to analyzing the problems of garbage charge management in Xinyang City,it also shows that most of the third and fourth-tier cities meet bottlenecks in garbage charge management.As the most basic and fundamental source,good charge management is conducive to promoting the city to embark on the development road of scientific management of environmental hygiene,and to promoting the recycling of garbage classification and harmless garbage treatment.Economic development provides a solid institutional guarantee,effectively transforms the functions of the government,and promotes the deepening reform of market-oriented social management services.The most fundamental thing is to share the fruits of development with the people so that they can live in a healthy and green environment.更多还原
