【摘要】 党的基层党组织是中国共产党建立和分布在广大农村地区最基础一级的组织,处在建设社会主义新农村的最前沿,承担团结带领广大农民群众实现党在农村地区各项奋斗目标的主要职责,是推动脱贫攻坚,促进乡村振兴的重要力量。在不同的社会发展阶段,农村基层党组织建设有着不同的任务。近年,农村基层党组织建设取得了不少突破性成就和进展,但就国家级贫困县而言仍存在诸多的问题需要深入研究和解决。就目前来说,农村基层党组织建设的总目标是通过加强和改进自身的建设来强化党对农村地区的有效领导,成为农村地区的领导核心,使党的路线、方针、政策得到全面的贯彻落实。社会主义新农村建设、乡村振兴战略等重大历史任务的提出,对国家级贫困县来说既是挑战,也是一次重要的发展机遇,因此对国家级贫困县农村基层党组织建设提出了更高的标准和更严格的考验。本文绪论部分,主要分析阐述了选题的目的与意义,包括理论意义与现实意义两个层面。其次是研究的思路和方法,包括文献研究法、理论与实践结合法。再者就是国内外的研究综述,从不同的角度分析了中国共产党农村基层党组织建设的现有学术研究成果,并对比了西方学者对我党的建设研究,以此起到借鉴意义。正文内容首先作出农村基层党组织建设的概述,包括农村基层党组织建设的内涵和理论基础。理论基础部分分别阐述了马克思主义经典作家关于基层党组织建设的思想,以及不同历史条件下,我国历代领导集体对基层党组织建设的思想,为文章的书写打下相当丰富的理论基础。其次,根据调研走访的数据材料,交代了涉县——重庆市石柱土家族自治县农村基层党组织建设工作的基本调查情况,以小见大,通过个案分析,为重庆市,乃至我国其他国家级贫困县的基层党组织建设研究提供分析材料与参考。再次,根据调查现状,着重阐述了当前国家级贫困县农村基层党组织建设存在的问题,并结合文献资料等,作出原因分析。本文主要提出了基层党支部建设主体的问题,也就是党员队伍建设和干部队伍建设的问题,以及运行机制、组织结构建设方面的问题。原因分析也是根据上述的问题,对照上级以至中央提出的要求与方略,找出国家级贫困县村级党组织建设工作中落实不彻底的地方。最后,针对上诉的问题与原因分析,本文提出了四个方面的创新性的思考与对策:加强农村党员队伍建设;规范干部队伍考核建设;完善机构运行机制;以服务型党组织为目标。其中加强农村党员队伍建设包括吸纳新生力量、进一步保障党员基本权利、做好流动党员的管理和服务工作以及完善党员推出机制,及时处置不合格党员。规范干部队伍考核则是坚定理想信念、做好教育工作、健全激励机制。完善机构运行机制包括:进一步落实民主集中制原则、构建和谐的“两委”关系,以及加强对农村党组织建设的领导力和支持。以建设服务型党组织为目标要求构建好基层服务型组织建设的保障系统和强化村级服务型党组织建设的着力点。更多还原

【Abstract】 The Party’s grass-roots Party organizations are the most basic level organizations established and distributed by the Communist Party of China in the vast rural areas.They are at the forefront of building a new socialist countryside.They shoulder the main responsibility of uniting and leading the broad masses of peasants to achieve the Party’s objectives in the rural areas.They are important forces to promote poverty and to promote rural revitalization.In different stages of social development,rural grassroots Party organizations have different tasks.In recent years,many breakthroughs and progress have been made in the construction of grass-roots Party organizations in rural areas,but there are still many problems that need to be studied and solved in depth.At present,the overall goal of rural grass-roots Party organization construction is to strengthen the effective leadership of the Party in rural areas by strengthening and improving its own construction,to become the core of leadership in rural areas,and to fully implement the Party’s line,principles and policies.The proposition of major historical tasks such as the construction of new socialist countryside and the strategy of Rural Revitalization is both a challenge and an important development opportunity for the countryside.Therefore,it puts forward higher standards and stricter tests for the construction of grass-roots party organizations in rural areas.In the introduction part of this paper,the purpose and significance of the topic selection are mainly analyzed and elaborated,including theoretical significance and practical significance.Secondly,research ideas and methods,including literature research method,theory and practice method.Thirdly,it is a summary of research at home and abroad.It analyses the existing academic research results of CPC rural grassroots party organization construction from different angles,and compares the western scholars research on our party’s construction,so as to draw lessons from it.The content of the text first gives an overview of the construction of rural grass-roots Party organizations,including the connotation and theoretical basis of the construction of rural grass-roots Party organizations.The theoretical basis part elaborates the thought of the classical Marxist writers about the construction of grass-roots Party organizations,and the thought of the leading collectives of all dynasties on the construction of grassroots Party organizations under different historical conditions,which lays a fairly rich theoretical foundation for the writing of the article.Secondly,according to the data of investigation and interview,the basic investigation situation of rural grass-roots party organization construction in Shizhu Autonomous County of Chongqing City is explained,which is a little obvious.Through case analysis,it provides analysis materials and references for the research of grass-roots party organization construction in Chongqing City and even in the western region of China.Thirdly,according to the current situation of investigation,this paper focuses on the problems existing in the construction of grass-roots party organizations in rural areas,and combines with literature,makes reasons analysis.This paper mainly raises the subject of Party branch construction at the grass-roots level,that is,the construction of Party members and cadres,as well as the construction of operational mechanism and organizational structure.The reason analysis is also based on the above problems,in contrast with the requirements and strategies put forward by the superiors and even the central government,to find out the incomplete implementation of the work of village-level party organization construction.Finally,in view of the problems and causes of appeal,this paper puts forward four innovative thinking and countermeasures: strengthening the construction of rural Party members;standardizing the evaluation and construction of cadres;improving the mechanism of institutional operation;and aiming at serviceoriented party organizations.Among them,strengthening the construction of Party members in rural areas includes absorbing new forces,further guaranteeing the basic rights of Party members,doing a good job in the management and service of mobile party members,perfecting the mechanism of Party members introduction,and dealing with unqualified party members in a timely manner.Standardizing the assessment of cadres is to strengthen ideals and beliefs,do a good job in education,and improve the incentive mechanism.Improving the mechanism includes further implementing the principle of democratic centralism,building a harmonious relationship between the two committees,and strengthening leadership and support for the construction of rural Party organizations.In order to build a service-oriented party organization,it is necessary to build a good guarantee system for the construction of grass-roots service-oriented organizations and to strengthen the focus of the construction of village service-oriented party organizations.更多还原
