【摘要】 新药创制是场接力赛,研究型大学和中科院研究所的相关科研成果是第一棒,而我国绝大多数药企以仿制药生产起为主业,是第四棒。数十年来,政府和社会各界大声疾呼的产学研结合在医药产业表现不彰,其根本原因在于第一棒和第四棒实难衔接。建立完整的技术研发生态链,是实现我国医药产业升级的根本举措。然而,我国医药工业尚不具有广大中小技术研发企业(即第二棒选手)的生存条件,以及对这些研发型企业的投资(第三棒)条件。高企的房价对实体经济的挤压、对专利侵权惩罚的执行力度不够等,造成我国没有阶段性技术的市场。于是,投资机构没有退出出路而拒投;研发型企业没有资金而难产;大学和研究院所的早期技术没有人接盘而原地堆积。我国医药产业的升级必须找到打破这一循环的路径。我国今天医药科技落后所缺的是对技术的合理评价,是技术市场,特别是阶段性技术的市场。回顾我国制造业发展引进发达国家的产品设计,加工制造后返销发达国家的模式,我国医药科技的发展所急需的不是引进技术,反而恰恰是向国际技术市场出售技术,特别是阶段性技术。借用医药科技发达国家成熟的阶段性技术市场,我们才能打破上述循环,找到医药产业升级的捷径。本文就这一目前看来极具颠覆性,实则顺理成章的观点给出事实根据和逻辑分析,说明国际技术市场怎样帮助我国实现自洽性的科技评价,促进我国医药科技生态链的完备,并在此基础上给出我国医药科技质变性发展的策略。更多还原

【Abstract】 New drug development is a relay race,wherein research universities and Chinese academy of sciences institute of related scientific research is the first leg,and the vast majority of drug companies in China with generics production for the main business,is the fourth.For decades,the government and the outcry of university-industry cooperation from all walks of life does not have the desired performance in the pharmaceutical industry,its basic reason lies in the first leg and the fourth to join.Build complete technology research and development of the ecosystem,is the fundamental measure to realize our country medicine industry upgrade.However,China’s pharmaceutical industry is not in the majority of the small and medium-sized technology research and development enterprise(that is,the second player)conditions,and investment in research and development of these enterprises(third)conditions.High prices on the real economy of extrusion,for patent infringement punishment enforcement is not enough and so on,the result is not phased technology market in our country.Hence,investment institutions no exit way out and refuse to vote;Research and development of enterprises without money during childbirth;Early universities and research institutes of technology there is no flange and in-situ pile up.Our country medicine industry upgrade path must be found to break the cycle.Chinese medical science and technology backwardness is the lack of the reasonable evaluation of technology,technology market,especially the periodic technology market.Review to introduce the product design of developed countries,China’s manufacturing industry products after processing and manufacturing mode in developed countries,the development of medical science and technology in China is urgently needed is not imported technology,it is precisely to the international market to sell technology,especially the periodic technology.Use medicine science and technology developed country mature stage technology market,we can break the cycle,find a shortcut to the pharmaceutical industry to upgrade.In this paper,a highly disruptive at this point,but it is a natural point of view is given based on facts and logic analysis,shows that international technology market how to help our country to realize self consistent evaluation of science and technology,promote our country medicine science and technology chain of complete,on the basis of Chinese medical science and technology of degenerative development strategy are presented.更多还原
