【摘要】 农村公共文化服务是为满足农民群众的基本文化权益和精神文化生活需要的服务,是农村基本公共服务的重要组成,构建完善的现代公共文化服务体系是全面建成小康社会的重要组成部分,是不断改善人民群众精神文化生活的重要举措,也是全面深化文化体制改革的必然要求。2015年1月,中共中央办公厅、国务院办公厅印发了《关于加快构建现代公共文化服务体系的意见》,提出到2020年基本建成覆盖城乡、便捷高效、保基本、促公平的现代公共文化服务体系,进一步明确将公共文化服务体系的建设重点放在基层,县(区)以下的乡镇和村(社区)成为公共文化体系建设的重要阵地。2015年底,甘肃省白银市开始着手建设第三批国家级公共文化服务体系示范区,白银市白银区四龙镇作为我国西部经济欠发达地区的一个乡镇,在城镇化进程中,农村文化发展受到了很多因素的制约和影响,使得该镇农村文化服务体系的建设进步缓慢。那么,四龙镇公共文化服务发展究竟存在哪些困境和制约因素?应如何提升公共文化服务满意度?本研究基于对四龙镇提供公共文化服务的硬件(该镇农村文化服务中心设施设备和各村农村文化大院建设情况),以及提供农村文化服务的软件(人才、资金、技术和政策保障机制等)等方面现状的分析,运用问卷调查法和访谈法了解四龙镇公共文化服务硬件、软件、服务内容方面农民的满意度,找出影响农民满意度和制约该镇公共文化服务发展的因素,即基础设施不完善、政府资金支持力度不够、专业文化艺术人才缺乏、供需不匹配、服务内容缺乏时代性等。在分析以上制约因素的基础上,笔者最终从完善基础设施建设,提高已有设施设备利用率;转变思想,大力改善供给质量;加强文化艺术人才辅导培训,充分挖掘保护地方特色民俗;健全绩效考核机制,确保各项工作落到实处等四个方面探讨如何提升农村公共文化服务绩效,提高四龙镇公共文化服务农民满意度。更多还原

【Abstract】 Rural public cultural service is to meet the basic cultural rights and interests of farmers and spiritual and cultural needs of the service.Constructing a perfect service system of modern public culture is an important part of building a well-off society in an all-round way,is an important measure to continuously improve the spiritual and cultural life of the people,and is also an inevitable requirement of deepening the reform of the cultural system in an all-round way.In January 2015,the General Office of the CPC Central Committee and the General Office of the State Council issued the opinion on speeding up the Construction of a Modern Public Cultural Service system,proposing that by 2020 it should be basically completed to cover urban and rural areas,be convenient,efficient and basic.To promote a fair modern public cultural service system,to further clarify that the construction of the public cultural service system should focus on the grass-roots level,and that towns and villages(communities)below the county(district)will become an important front for the construction of the public cultural system.At the end of 2015,Baiyin City,Gansu Province,began to build the third batch of national public cultural service system demonstration zone,Baiyin City Baiyin District Shilong Town as the west of China’s economic underdevelopment In the process of urbanization,the development of rural culture is restricted and influenced by many factors,which makes the construction of the rural cultural service system of this town slow.So,what difficulties and constraints exist in the development of public cultural services in this town?This study is based on the hardware of providing public cultural services to Silong Town(the facilities and equipment of the rural cultural service center of the town and the construction of rural cultural compound in each village),as well as thesoftware(talents,funds)to provide rural cultural services.Based on the analysis of the present situation of technical and policy guarantee mechanism,this paper uses the questionnaire survey method and interview method to understand the satisfaction of farmers in the hardware,software and service content of public cultural service in Silong Town.Find out the factors that affect farmers’ satisfaction and restrict the development of public cultural services in the town,that is,imperfect infrastructure,insufficient government financial support,lack of professional cultural and artistic personnel,mismatch between supply and demand,and lack of service content.Lack of time,etc.On the basis of analyzing the above restrictive factors,the author finally improves the utilization rate of existing facilities and equipment from perfecting the infrastructure construction,changing the thought and vigorously improving the quality of supply.Strengthen the tutoring and training of cultural and artistic talents,fully excavate and protect the folk customs with local characteristics;This paper discusses how to improve the performance of rural public cultural service and improve the satisfaction of farmers of public cultural service in Silong Town from four aspects: perfecting the performance appraisal mechanism and ensuring the implementation of all kinds of work.更多还原
