环渤海地区土地生态安全评价研究

【摘要】 2018年5月,习近平总书记在全国生态环境保护大会上强调,生态文明建设是关系中华民族永续发展的根本大计,是全面建成社会主义现代化强国的重要战略任务。土地生态系统是整个生态系统的重要组成部分,是其他生态系统的重要载体。若土地生态系统存在不安全问题,则会影响整个社会的可持续健康发展。土地是人类生存发展的空间,也是社会经济发展最基础的自然资源。但为了谋求经济的快速发展,人类对土地的利用强度以及破坏程度都在急剧加深,土地生态系统日益恶化,阻碍了社会经济可持续发展。在此背景下,对区域土地生态系统安全水平进行客观评价和认识,具有重要现实意义。本文基于相关理论,以环渤海地区17个沿海城市为研究区,运用DPSIR模型,从土地生态驱动力、压力、状态、影响和响应等五个方面共选取18个指标构建符合环渤海地区实际情况的土地生态安全评价指标体系,从时间和空间两个角度对土地生态安全评价结果进行分析研究。研究得出,2004—2016年期间,环渤海各市土地生态安全综合值均位于0.3—0.7之间,区域土地生态安全整体状态持续好转,部分城市土地生态安全状态存在不稳固现象。天津、青岛和威海的土地生态安全水平在环渤海区域处于较高位置,而葫芦岛和营口处于落后位置。随后,运用灰色预测模型GM(1,1)对2020年环渤海各市土地生态安全综合值进行预测并对其进行等级划分,发现区域整体土地生态安全状态继续好转,但仍有少数城市的土地生态安全状态不容乐观。环渤海区域土地生态安全状况经过相关措施之后,整体状态有所提升,但尚未到达良好的土地生态安全状态,仍不利于土地的可持续利用。本文从控制土地污染与加强土壤修复、加强区域水资源管理、优化土地利用结构和促进产业结构转型升级等角度提出相应的管理措施。但由于部分数据难以获取,本文所选取的指标多集中于社会、经济方面,自然生态方面的指标较少。且所采用的评价方法较为传统,日后应用更为创新的方法对环渤海区域的土地生态安全水平进行更加深入的研究。
【Abstract】 In May 2018,General Secretary Xi Jinping stressed at the National Conference on Ecological Environmental Protection that ecological civilization construction is a fundamental plan for the Chinese nation’s sustainable development and an important strategic task for building a socialist modernization power.Land ecosystem is an important part of the entire ecosystem and an important carrier for other ecosystems.If the land ecosystem is insecure,it will affect the sustainable and healthy development of the whole society.Land is the space for human survival and development,and the most bisic natural resource for social and economic development.However,in order to seek rapid economic development,human beings have fundamentally changed the way they use land,and their intensity of use and degree of damage have sharply deepened.The deteriorating land ecosystem has hindered the sustainable development of the social economy.Under this background,it is of great practical significance to objectively evaluate and recognize the safety level of regional land ecosystems.Based on some relevant theories,this paper selects 17 coastal cities in the Bohai Rim region as research areas.Using the DPSIR model,and a total of 18 indicators are selected from five aspects of land ecological driving force,pressure,state,impact and land ecological response to meet the characteristics of the Bohai Sea region.The results of land ecological security evaluation are analyzed from two angles.According to the study,during the period of2004-2016,the comprehensive ecological security values of the cities around the Bohai Sea were between 0.3 and 0.7,and the overall status of regional land ecological security continued to improve,but the ecological security status of some cities was unstable.The ecological security level of Tianjin,Qingdao and Weihai are at a high level in the Bohai Rim region,while Huludao and Yingkou City are in a backward position.GM(1,1)grey prediction model is used to predict the ecological security status of the study area in 2020.It finds that the overall land ecological security status of the region continues to improve,but there are stii a few cities’ land ecology status are not optimistic.The ecological security status of the land around the Bohai Sea area has been improved after the relevant measures,but it has not yet reached a good land ecological security state,which is still not conducive to the sustainable use of land.This paper proposes corresponding management measures from the perspectivesof strictly controlling land pollution and strengthen soil remediation;strengthening regional water resources management;optimizing land use structure and promoting industrial structure transformation and other aspects of the corresponding management measures.However,because some data are difficult to obtain,the indicators selected in this paper mostly focus on social and economic aspects,and the indicators of natural ecology are less.Moreover,the evaluation methods used are more traditional,and more innovative methods should be applied to further study the level of land ecological security in the Bohai Rim region in the future.
