【摘要】 在不久的将来,随着中国石油天然气企业工艺装置设备的日渐更替,必然将发生越来越多的工艺变更,也必然引入新的风险,例如:新技术和老工艺是否匹配、新技术本身存在的问题、单纯依靠人的经验进行设备改造等等。在这种情况下,各国内企业变更风险控制的内在需求也必将日益强烈,而对于工艺技术变更这一在国内还较为新鲜的管理内容却都还处于摸索和实践阶段,对于变更管理的具体管理步骤、每一步骤具体的管理内容和管理要求以及所要依据的管理制度、标准等等管理内容还存在部分缺失,这也导致了国内部门企业,尤其是高危企业变更过程中风险的识别、控制的管理手段与分析工具滞后于国外企业。国内外的事故经验表明,石油、天然气行业生产活动中,工艺、技术、物料、操作及设备的改变都有可能引入新的风险,即使是微小的变更也可能造成严重的事故。本文主要从塔里木油田自2007年引进工艺技术变更管理以来的研究和实践出发,结合实际推进经验教训,以塔里木油田管理架构、生产实际为基础,对工艺技术变更管理的具体管理步骤、管理内容、管理要求以及所需的配套的工具方法进行详细的研究。同时,工艺安全管理是个系统工程,工艺安全要素得独立运行达不到企业对于工艺安全管理的预期需求。风险控制是企业安全管理的核心,如何更好地消除、削减和控制变更风险也是本文的主要研究内容之一。本文将结合近几年塔里木油田发生的一些具体案例,就变更风险的工艺安全分析方法进行一一详解,详细分析其优缺点和适应性,以方便选择使用。由此,结合自身即将开展的工作,我的论文将以塔里木油田变更管理中存在的些许问题为课题研究背景,探讨工艺技术变更管理应用及工艺安全分析方法的解析研究。更多还原

【Abstract】 In the near future,with the China oil and gas enterprise process equipment gradually change,process change will inevitably occur more and more,will also introduce new risks,such as new technology and old technology,new technology,whether the inherent problems,rely solely on the experience of equipment modification and so on.In this case,the internal demand of domestic enterprises to change the risk control will become increasingly strong,and for the change of this technology in domestic management content is fresh but are still in the stage of exploration and practice,some does exist for the specific management procedures,change management at each step the specific content and management according to the management requirements and management system,standard management and so on,it also led to domestic enterprises,especially enterprises in the process of change of risk identification,risk control management and analysis tools behind the foreign enterprises.The accident of domestic and international experience shows that the production activities of petroleum and natural gas industry,technology,technology,material,operation and equipment changes are likely to introduce new risks,even minor changes can cause serious accidents..Based on research and practice since this paper mainly from the Tarim Oilfield since 2007,the introduction of technology change management,combined with the actual promotion experience,on the basis of the Tarim Oilfield management structure,the practical production,the technology change management of specific management steps,management content,management requirements and the required supporting tools of detailed research.At the same time,process safety management is a systematic project,and the process safety factors have to operate independently,sothat the expected demand for process safety management can not be achieved.Risk control is the core of enterprise safety management,and how to better eliminate,reduce and control the change risk is also one of the main research contents of this paper.Combining with some specific cases of Tarim Oilfield in recent years,this paper will make a detailed description of the process safety analysis methods to change risk,and analyze their advantages and disadvantages and adaptability in detail,so as to facilitate the selection and use.Thus,combined with their upcoming work,my thesis will be to change some of Tarim Oilfield,the problems existing in the management of the research background,research on technology change management process and application of safety analysi method.更多还原
