新建黄大铁路站前工程施工项目招标风险管理研究

【摘要】 由于铁路建设基本由国家主导,资金来源也基本为国有,根据我国招投标制度,其工程建设承包商必须通过招投标方式进行选择。从上个世纪八十年代我国引入招投标制度至今,虽然形成了自上而下一整到完整的制度体系,对招投标的发展提供坚实的保障,招标采购在工程建设领域也发挥了不可替代的作用,但在实践中,关于招投标中存在问题也层出不穷,可以说其中的风险无处不在。本文依据相关理论,运用风险管理相关方法,以神华集团主导建设的黄大铁路站前工程施工项目(以下简称“黄大站前工程”)为研究对象,深入研究和分析了施工招标过程当中所可能存在的风险,以期能够加强规范管理铁路招标工作,为提高我国铁路工程建设风险管理水平做出贡献。具体研究内容如下:首先,运用核对表识别法、风险结构分解法和专家经验识别法3种主要方法,对黄大站前工程招标的风险因素进行了识别。确定了以招标目标为依据的风险分类方法,认为招标风险所包括的二级风险因素主要体现在三方面。在此基础上,对风险因素进一步分解为15类三级风险因素。其次,运用主观评分法和专家打分法对二级和三级风险因素的重要性进行了打分评价,并运用层次分析法,自上而下,对各个层次的风险因素总体重要程度进行了评价。同时,通过风险评价结果的分析,运用主次因素分析法对第三级风险因素进行了细分,认为这种风险因素存在主次之分。最后,在对风险评价所得到的结果进行分析的基础之上,拟定事前控制为主和预设最坏、全员参与和全过程识别、整体控制与和专项控制相结合、适时控制和适度控制、重点实施和兼顾整体等5项黄大站前工程风险控制的原则,运用风险控制的4种策略对黄大站前工程风险因素分别制定了整体和专项控制措施,并对在招标实施过程中的风险监测和控制进行了相应说明。
【Abstract】 The railway construction is basically dominated by the state and the source of funds is also basically state-owned,according to the bidding system of our country,the contractors of the railway construction must choose through bidding.Since the introduction of the bidding system in China in the 1980 s,although a complete system from top to bottom has been formed,which provides a solid guarantee for the development of bidding and procurement has also played an irreplaceable role in the field of Engineering construction,in practice,there are still many problems in bidding and bidding.Poor,it can be said that the risks are everywhere.Based on the relevant theories and risk management methods,this paper takes the Huangda Railway Station Construction Project(hereinafter referred to as "Huangda Railway")led by Shenhua Group as the research object,studies and analyzes the possible risks in the construction bidding process,in order to strengthen the standardized management of railway bidding.Work to improve the risk management level of railway engineering construction in China.The specific research contents are as follows:Firstly,the risk factors of Huang-Da Railway bidding are identified by three main methods: checklist identification method,risk structure decomposition method and expert experience identification method.The risk classification method based on the bidding objective is determined,and the secondary risk factors included in the bidding risk are mainly reflected in three aspects.On this basis,the risk factors are further divided into 15 categories and three level risk factors.Secondly,the importance of secondary and tertiary risk factors is evaluated by subjective scoring method and expert scoring method,and the overall importance of risk factors at all levels is evaluated by AHP from top to bottom.At the same time,through the analysis of the results of the risk assessment,the third-level risk factors are subdivided by the primary and secondary factor analysis method,and this risk factor is considered to be primary and secondary.Finally,on the basis of the analysis of the results of risk assessment,five principles of risk control for the Huang-Da Railway,namely,pre-control-oriented and pre-set worst,full participation and whole process identification,integration of overall control and special control,timely control and appropriate control,key implementation and consideration of the whole,are formulated and applied.Four risk control strategies have formulated the overall and special control measures for the risk factors of Huangda Railway,and explained the risk monitoring and control in the process of bidding implementation.
