【摘要】 H公司焦炉煤气资源丰富,特别是四期焦炉项目的投产,使得产生的焦炉煤气富余更多,为了有效利用这些焦炉煤气,使其得到综合利用,H公司投资建设了焦炉煤气制天然气项目。作为国家鼓励和支持的清洁环保项目,既解决了焦炉煤气的出路问题,又提高了产品的附加值和综合利用率。但是项目是否有较好的经济效益,项目投资多长时间能收回成本,项目投产运行状况如何,项目可持续性发展等问题有待探讨,因此有必要对该项目进行后评价研究。本文以H公司焦炉气制天然气项目为研究课题,首先介绍了论文的研究背景和研究意义,并探讨了国内外项目后评价发展现状。其次在介绍项目后评价的相关理论基础上,进一步阐述了化工项目后评价的含义、特点、内容和意义。再次采用对比分析法、调查访谈法、实证分析法相结合的方法,对H公司焦炉气制天然气项目的前期可行性研究、建设实施、生产运行、工艺技术、经济效益、环保效益及社会影响进行了综合分析,得出该项目工艺技术先进、清洁环保、项目运行管理状况总体良好的结果。最后从经济、环保,社会影响后评价等方面说明了H公司焦炉气制天然气项目是比较成功的,为今后化工行业进行焦炉气制天然气项目的立项、建设及生产运行提供了真实的数据支撑和理论探讨。同时结合H公司焦炉气制天然气项目后评价工作实践,从企业、行业和政府三方面对项目建设管理及项目后评价提出了一些发展建议,为将来进一步开展新项目或技改项目后评价工作提供借鉴。更多还原

【Abstract】 H company has abundant coke oven gas resources,especially the production of phase IV coke oven project,which makes the coke oven gas spare more.In order to effectively use these coke oven gas and make comprehensive use of it,H company invested in the construction of the project of preparation of natural gas by coke oven gas.As a clean environmental protection project encouraged and supported by the state,it not only solves the outlet problem of coke oven gas,but also improves the added value and comprehensive utilization rate of products.However,it remains to be discussed whether the project has good economic benefits,how long the project investment can recover the cost,how the project goes into operation and the sustainability of the project.Therefore,it is necessary to conduct post-evaluation research on the project.Based on the project of preparation of natural gas by coke oven gas as the research subject,this paper first introduces the background and significance of the research and probes into the development status of post-evaluation at home and abroad.Secondly,on the basis of the relevant theories of post-evaluation,the meaning,characteristics,content and significance of post-evaluation of chemical engineering projects are further studied.Thirdly,the methods of comparative analysis,survey interview method and empirical analysis were adopted to comprehensively analyze the preliminary feasibility study,construction and implementation,production and operation,process technology,economic benefits,environmental protection benefits and social impacts of the project of preparation of natural gas by coke oven gas in H company.It is concluded that it’s a technologically advanced and clean environmental project and the overall operation and management of the project is good.Finally,it shows that the project of preparation of natural gas by coke oven gas in H company is successful in terms of economic,environmental and social impact post evaluation and it provides the real data support and the theory discussion for the establishment,construction and production operation of the project of preparation of natural gas by coke oven gas in the chemical industry in the future.At the same time,combined with the post-evaluation practice of the project of preparation of natural gas by coke oven gas in H company,some development Suggestions were put forward to the project construction management and the post-evaluation of the project from the enterprise,the industry and the government,so as to provide a reference for the future post-evaluation of new project or technical reform project.更多还原
