A公司AT分布式能源站项目检修质量改进研究

【摘要】 分布式能源站是国家重点支持的产业,如何使能源站机组在最佳的状态下运行,挖掘企业检修质量管理的潜能,提高能源站机组设备运行效率是我国分布式能源行业面临的共同课题。AT能源站自投运以来,检修成本居高不下且持续上升,给公司管理造成了很大的困扰。本文首先对国内分布式能源站的发展情况及其问题进行了宏观分析,并对AT能源站近两年检修的相关数据进行了收集和深度挖掘,发现导致AT能源站检修费用检修成本居高不下且持续升高最突出的问题为检修一次验收合格率低,并将其作为一项课题进行专项研究。本文针对AT能源站近年来的检修质量相关数据进行了详细梳理,先后利用柱状图、饼图、折线图等工具进行分析,发现设备检修一次合格率仅为90%左右并呈现下降趋势。2016-2017年的数据表明目前AT能源站主要的检修问题为设备泄漏、设备振动不合格和设备绝缘不合格三个方面,总计占到所有检修一次验收不合格问题的96%以上。随后本文利用鱼骨图、调查法、访谈法以及头脑风暴等工具方法,对三个主要问题的一次、二次影响因素分别进行了分析和论证。同时组建了专家组,通过数理统计理论以及专家调查法对上述各个末端因素进行了定量分析,经过计算及调查确定了其中的关键因素。结果表明,影响AT能源站一次验收合格率低的关键因素为设“人员责任心差”、“验收不严格”、“备件质量不合格”和“检修工艺水平低”等。针对上述确定的关键因素,本文利用组织行为学、人力资源管理学等相关理论知识制定了相应的AT能源站设备检修质量改进方案。首先在员工考核方面,建立检修项目标准工时库并设立差额奖励制度和末尾淘汰制度;其次在验收制度方面,设立点检制度,对AT能源站的重要设备设置质检点(H点、W点)进行重点控制。并对验收流程进行优化,在原基础上增设的关键质量点验收环节;最后是加强对供应商的管理,建立供应商黑名单制度和优质供应商推荐制度,并合理利用公司的ERP系统来进行实时、动态的资源管理。本文随后对上述改进方案实施前后的数据进行了对比,说明了改进措施的有效性,为相关能源站的检修质量管理提供借鉴。

【Abstract】 Distributed energy station is a key industry supported by the state.How to make the energy station unit operate in the best condition,tap the potential of enterprise maintenance quality management,and improve the efficiency of energy station unit equipment is a common problem faced by China’s distributed energy industry.Since the AT energy station was put into operation,the maintenance cost has remained high and continues to rise,which has caused great trouble to the company management.This paper firstly analyzes the development of domestic distributed energy stations and their problems,and collects and summarizes the relevant data of AT energy station’s recent overhaul.It is found that the most prominent problem that leads to the high maintenance cost of AT energy station maintenance and repair costs is that the qualification rate of inspection and acceptance is low,and it is used as a subject for special research.In this paper,the data related to the maintenance quality of AT energy station in recent years has been combed in detail.The tools such as histogram,pie chart and line drawing have been used for analysis.It is found that the qualification rate of equipment inspection is only about 90% and shows a downward trend.The data from 2016 to 2017 indicates that the main overhaul problems of AT energy stations are the three aspects: equipment leakage,equipment vibration failure and equipment insulation failure,which account for more than 96% of all inspection failures.Then,using the fishbone diagram,investigation method,interview method and brainstorming tools,the paper analyzes and demonstrates the primary and secondary influencing factors of the three main problems.At the same time,an expert group was formed.Through the mathematical statistics theory and the expert investigation method,the above-mentioned end factors were quantitatively analyzed,and the key factors were determined through calculation.The results show that the key factors affecting the low acceptance rate of AT energy station are “poor personal responsibility”,“unqualified quality of spare parts” and “low level of maintenance technology”,etc.In view of the above identified key factors,this paper uses the relevant theoretical knowledge of organizational behavior,human resource management and other related knowledge to develop the corresponding AT energy station equipment maintenance quality improvement program.Firstly,in the aspect of employee assessment,establish a standard working hour warehouse for maintenance projects and establish a differential reward system and a final elimination system;secondly,establish an inspection system to control the quality of quality inspection points(H point,W point)of important equipment of AT energy station.Then optimize the acceptance process,and add key quality point acceptance links on the original basis;Finally,strengthen the management of suppliers,establish a supplier blacklist system and a quality supplier recommendation system and make rational use of the company’s ERP system for real-time,dynamic resource management.This paper then analyzes the feasibility of the above improvement scheme and puts forward the supporting safeguard measures.It also illustrates the effectiveness of the improvement measures through the comparison of the data before and after the countermeasure implementation,and provides reference for the maintenance quality management of the relevant energy stations.
