考虑碳交易的区域电网低碳电力调度技术研究

【摘要】 近年来,由于环境恶化和能源紧缺的双重压力,碳排放权交易机制作为一种市场灵活机制,对于减少二氧化碳排放,降低二氧化碳的减排成本,在实现节能减排方面发挥着重要作用。低碳背景下,电力行业作为最大的碳排放来源,承担着节能减排的重任。因此,本文在考虑碳交易的条件下对区域电网的优化运行进行分析研究,以达到节能减排的目标。本文首先论述了低碳电力调度、碳排放权交易市场与电力市场的研究现状,探讨了电网低碳调度、碳排放权交易市场与电力市场三者之间的关系,并针对碳排放权交易进行分析,根据中国区域电网基准线排放因子计算准则计算得到区域电网的碳排放年度配额,研究考虑碳交易的区域电网低碳电力调度多时间尺度协调运行,包括年度、月度、日前以及实时的低碳电力调度交互协调、分解及修正。考虑功率平衡约束、功率容量约束、碳配额约束、潮流约束等约束条件,建立区域电网低碳调度协调优化模型,比较不同场景下的算例结果,分析碳配额约束、新能源发电等不同因素对电网运行的影响。然后考虑到在碳交易市场环境下,发电商面临着碳配额约束的限制,碳交易价格的波动会给发电商带来风险,通过量化碳交易价格波动风险,考虑碳配额约束、功率平衡约束、功率容量约束等约束条件,建立了考虑碳交易风险的发电商竞价优化模型,并通过算例对比分析碳交易对发电商竞价策略的影响,为发电商参与碳交易规避风险提供参考。最后,针对以上关于低碳电力调度和发电商竞价策略两个方面的研究,基于共青城电网数据进行的应用研究。

【Abstract】 In recent years,due to the dual pressure of environmental degradation and energy shortage,as a flexible market mechanism,carbon emissions trading mechanism plays an important role in reducing carbon dioxide emissions and reducing carbon dioxide emission reduction costs in the implementation of energy saving and emission reduction.Under the background of low carbon,the power industry,as the largest source of carbon emissions,is responsible for the energy saving and emission reduction.Therefore,this paper analyzes the optimal operation of regional power grid under the condition of carbon trading,in order to achieve the goal of energy saving and emission reduction.This paper first discusses the research status of the low carbon power dispatching,the carbon emission trading market and the electricity market,and discusses the relationship between the three aspects,and analyzes the carbon emissions trading.According to the calculation criteria of the baseline emission factor of china regional power grid,the annual carbon emission quota of regional power grid can be calculated.In this paper,the multi time scale coordinated operation of low carbon power dispatching in regional power grid considering carbon trading is studied,including the annual,monthly,daily and real-time low carbon power scheduling,decomposition and coordination correction.Considering the constraints of power balance constraints,power capacity constraints,carbon quota constraints,power flow constraints,and so on,coordination and optimization models of regional power grid low carbon scheduling are established.The effects of different factors such as carbon quota constraint and new energy generation on power grid operation are analyzed in comparison with the results of different scenarios.Then considering that in the carbon trading market,generation companies are faced with carbon quota constraints,and the volatility of carbon trading prices will bring risks to generation companies.By quantifying the carbon trading price fluctuation risk,considering the carbon quota restriction,power balance constraints,power capacity constraints,and other constraints,a bidding optimization model of generation companies considering carbon trading risk is established,and the impact of carbon trading on bidding strategies of generation companies is analyzed through examples,which provides references for generation companies to participate in carbon trading and avoid risks.Finally,in view of the above two aspects about low carbon power scheduling and bidding strategy research,the application research based on the data of Gongqingcheng power grid is carried out.
