【摘要】 随着政府职能的不断深化变革,以及世界电子信息技术的迅猛发展,电子政务已经在政府部门之间沟通、政府内部高校办公以及公众服务等各个方面起到不可替代的作用。为了实现更好地服务于广大人民群众,为人民群众提供一个更高效、便捷的服务成为各国政府及学者关注的焦点。因此,建设政府电子政务,将信息技术运用到政府管理中成为一种必然趋势。然而,对于无论是在经济上还是技术上都相对落后的西部地区,在对政府电子政务政外网的建设过程中,更是严重缺乏资金、技术和专业人员。加之,政府电子政务的建设又是一项耗资达、涉及面广、技术难度高、建设周期长的宏大工程。在项目建设过程中难免会暴露出诸多的问题,也正是由于项目建设的特点决定了在项目建设中需要用到项目管理的思想,对项目建设各个环节做好事前的准确预测,事中的有效管理和把控。本文基于苍溪县电子政务的现状及项目建设的需求,从项目管理的角度,先是对项目建设的总体进行规划,接下来对项目建设中的人员配置及各自的责任划分,最后对项目建设中的进度、质量以及投资概况从项目管理的角度进行细分、管理和严格把控。充分的把项目管理的先进理念运用到苍溪县电子政务外网建设这一实际的复杂工程中去,力争做到在保证质量的前提下,用更短的周期和更低的成本顺利完成项目的建设。更多还原

【Abstract】 With the deepening and transformation of domestic government functions and rapid development of global information technology,E-government has played an irreplaceable role in communication among governmental institutions,governmental efficient office work and public services and so on.In order to serve the people better,every government and their scholars have paid significant attention to provide the people with more efficient and more convenient services.Consequently,it is an inevitable tendency to apply information technology to government managements when establishing E-government.Nevertheless,as for the western area,which is under-development in both economy and technology,it is extremely short of capitals,technology and technicians in the process of constructing external network of E-government.In addition,construction of E-government is an immense project that is considerably costly and technically demanding,involves a wide range and has a long construction period.It is inevitable to expose many issues in the process of the project establishment.The characteristics of project construction determine that project construction requires project management spirit.The spirit is to accurately predict each aspect in constructing project in advance and to effectively control and manage concurrent matters.Based on current situation of Changxi County E-government and its project construction demands,this study is supposed to firstly make overall project construction plans,then to allocate staffs in the project construction and to divide their respective responsibility,and finally to partition,manage and control schedule,quality and investment situations in constructing the project from the perspective of project management.On the premise of ensuring quality,fully applying advanced concept of project management to the complicated external network construction of Changxi County’s E-government will ensure the project being completed in shorter time and at lower costs.更多还原
