【摘要】 城中村问题是在快速城市化进程中衍生出现的城市病疾,在各级城市中普遍存在。在“村民上楼”过程中涌现的诸多问题关系着城市健康发展,也关系着公共管理效率水平的提高,更关系着民众福祉的全面保障,因此需要梳理分析并提出对策建议。本文以呼和浩特市赛罕区作为研究对象,结合相关资料与数据系统分析了该地区在城中村改造过程中存在的问题,以问题为导向提出了对策建议。本文认为,赛罕区城中村改造存在改造项目零散,规划不完善;资金链断裂,改造时断时续;征拆阻力大,进展缓慢;安置小区后期运营矛盾多等问题。对此提出在后续的改造过程中应坚持规划先行,提高城中村改造的科学性和前瞻性;完善制度建设,确保城中村改造有章可循;拓宽融资渠道,增加资金来源;突出整体改造模式,强化公共设施配套;打造和谐社区,推进城乡一体化建设。更多还原

【Abstract】 The problem of villages in cities is a kind of urban disease derived from the rapid urbanization process,which is widespread in cities at all levels.Many problems emerged in the process of "villagers going upstairs" are related to the healthy development of the city,the improvement of the efficiency of public management,and the comprehensive protection of the well-being of the people.Therefore,it is necessary to sort out and analyze and put forward countermeasures and suggestions.In this paper,Saihan District of Hohhot City as the research object,combined with relevant data and data system analysis of the problems in the process of urban village transformation in this area,problem-oriented countermeasures and suggestions are put forward.This paper argues that there are some problems in the reconstruction of urban villages in Saihan District,such as scattered projects,imperfect planning,broken capital chain,intermittent transformation,large resistance to requisition and demolition,slow progress,and many contradictions in the later operation of the resettlement community.It is proposed that in the process of subsequent transformation,we should insist on planning first,improve the scientificalness and foresight of urban village transformation;improve system construction to ensure that urban village transformation has rules to follow;broaden financing channels,increase funding sources;highlight the overall transformation model,strengthen public facilities;build a harmonious community,and promote urban and rural areas.Integrated construction.更多还原
