【摘要】 根据国务院《关于批转发展改革委等部门法人和其他组织统一社会信用代码制度建设总体方案的通知》(国发[2015]33号)规定,从唯一性、统一性、分享性、便利性和低成本转换的角度出发,建立覆盖全面、稳定、唯一的统一社会信用代码制度,实现管理从多头到统一转变、资源从分散到统筹转变、流程从脱节到衔接转变,为转变政府职能、提升行政效能、减轻法人和其他组织负担奠定良好基础。本文结合“甘肃省法人和其他组织统一社会信用代码数据库项目”,对法人和其他组织统一社会信用代码管理系统的设计与实现进行了描述和分析。该系统在需求分析、系统设计和开发实现的过程中,通过系统与数据库的交互,实现了数据库的检索、新增、修改、删除等操作;基于Oracle数据库,采用Sping MVC框架结构,使用Java语言开发了甘肃省法人和其他组织统一社会信用代码管理系统,该系统包括信息管理、核查统计、日志管理、数据统计、数据分析等功能。本文所阐述的内容是法人和其他组织统一社会信用代码管理系统的设计与实现。通过数据整合,建成以组织机构代码为基础的标准统一、信息规范、查询快捷、管理动态、安全可靠的统一社会信用代码数据库及相关应用服务系统。为我省建立“信息共享、业务联动、交叉稽核、统一监管”的宏观管理和服务体系提供技术支撑。更多还原

【Abstract】 According to what is stipulated by the State Council in Notice on Endorsing and Forwarding the Overall Planning about the System Construction of the Social Credit Code Unification of the Legal Persons of the Departments Including Development and Reform Commission and Other Organizations(Guofa [2015]33),a Unified Social Credit Code System that is all-inclusive,stable,and unique needs to be set up from the perspective of being unique,unified,shared,facilitated,and with a low switching cost.The unification could realize the transformation from manifold to unification,from decentralization to planning as a whole,and from disconnect to cohesion,which lays the foundation for a change in the functions of government,enhancing administrative efficiency and reducing the burden on legal persons and other organizations.The paper aims to describe and analyze the design and actualization processes for the management system that face the legal persons and other organizations creating the “Gansu Provincial Database Project on a Unified Social Credit Code of Legal Persons and Other Organizations”.During the process of demand analysis,system design and the realization of a system design,the system will realize the operation applications such as retrieval,addition,modification,and deletion of the database through interactions between the system and database.Based on the Oracle database and by applying the frame construction of Sping MVC,the system develops the management system of the Unified Social Credit Code of Gansu by using Java languages.The system has a variety of functions like information management,statistic verification,log management,and data statistics and data analysis.This paper is about the design and actualization of the Unified Social Credit Code of legal persons and other organizations in Gansu province.Through data integration,the Unified Social Credit Code Database will have a consistent standard,normative information,convenient query capacity,dynamic management abilities,and reliability,based on organized code.In addition,the services related to it come into being as well.The systems support a solid technical support for establishing service and management system macroscopically which has the features of sharing information,associative business,cross checks and integrated supervision.更多还原
