陕西检验检疫机构原产地签证管理模式研究

【摘要】 原产地证书又被称为“纸黄金”,用来证明出口商品的原产地。近年来,随着我国对外开放程度的不断加深和政府区域间经济合作的日益频繁,它显现出越来越积极和重要的作用。原产地证书的“减税”作用也越来越受到关注和重视。给原产地业务带来了蓬勃的发展机遇的同时也给检验检疫机构的签证管理工作带来了很大的挑战,如何在把关和服务中寻找新的平衡点已经成为了检验检疫机构必须要面对的一项重要课题。本文以陕西省唯一的官方原产地证书签证机构-陕西出入境检验检疫局及其下属分支机构的签证管理现状为研究对象,纵向对比美国、韩国等国外原产地签证管理方式;横向借鉴国内发达和相似省份:深圳、河南、四川三省的先进管理经验,结合大量详实的陕西省原产地签证数据以及管理现状进行对比分析,梳理出陕西检验检疫机构原产地签证区域发展不平衡,各地管理模式不统一、签证便利化程度不高、缺少有效的企业管理手段等问题。在此基础上运用服务型政府理论、风险管理理论和系统论等理论知识并以此为指导,设计了本文的研究方案;其次实地走访了深圳检验检疫局和河南检验检疫局,对两局原产地管理部门领导、一线签证窗口工作人员和签证企业分别进行了的访谈;对陕西检验检疫局本部和出口加工区两个签证点开签证的企业以问卷调查的方式了解了出口企业基本情况和对检验检疫签证机构的意见建议。最后通过监管模式的比较和调研数据的梳理,指出了陕西检验检疫机构原产地签证管理模式的问题,进行深层原因分析,提出了统一全省原产地签证管理标准、加快推进原产地签证系统的电子化建设进程和构建“专属”原产地证工作的诚信系统的解决对策,解决当前检验检疫机构在把守国门和服务经济发展中的矛盾问题。提高签证效能的同时,把好签证质量关,最大限度地保证出口企业享受原产地优惠政策,这也是检验检疫机构实现服务经济职能的重要途径。更多还原

【Abstract】 Certificate of origin is also known as "paper gold",which is used to prove the origin of export commodities.In recent years,with the deepening of China’s opening up to the outside world and the increasing frequency of interregional economic cooperation,it has shown more and more active and important role.The "tax reduction" role of certificate of origin has drawn more and more attention and attention.It not only brings vigorous development opportunities to the service of origin certificate,but also brings great challenges to the management of the inspection and quarantine institutions.How to find a new balance in the checking procedures and service has become an important issue.The object of study in paper is the visa management status of Shaanxi Entry-Exit Inspection and Quarantine Bureau and its subsidiary branch,which is the only official certificate of origin visa agency in Shaanxi Province.Comparing with the United States,South Korea and other foreign countries of origin visa management methods,as well as reference the experience of Shenzhen city,Henan province,Sichuan province.Through the above analysis to sum up the problems of origin certificate in Shaanxi province,like regional development imbalance,different management modes are not unified,the degree of facilitation is not high,lack of effective means of enterprise management.This paper designs the research scheme based on the theory of service-oriented government,risk management and system theory.Secondly,the author visited Shenzhen and Henan Inspection and Quarantine Bureau on the spot,and had interviews to the leaders and staff of the administrative departments of the two bureaus,and the certificate application enterprises.The interviews were conducted separately.Then conduct a questionnaire survey to the certificate application enterprises of the Shaanxi Inspection and Quarantine Bureau and the Export Processing Zone.Through which to collect the basic situation information of enterprises and their opinions and suggestions.Finally,through the comparison of supervision modes and the analysis of investigation data,the paper points out the problems of the management of origin certificate in Shaanxi inspection and quarantine institutions,analyzes the deep reasons,and puts forward the unification of the management standards of origin certificate in the whole province,accelerates the network system construction process of origin certificate system and constructs the "exclusive" credit collection system of origin certificate to solve the contradiction between the inspection and public service.While improving the efficiency of the certificate management,improving the quality of inspection.To ensure that the export enterprises can gain the benefits of origin certificate,which is also an important part of the inspection and quarantine organs to promote trade facilitation and realize their service functions.更多还原
