社会资本理论视角下的民间环境教育机构研究

【摘要】 改革开放以来,中国经济得到快速增长,人民生活水平不断提高,但环境问题却日益突出,这使中国开始意识到环境保护的重要性,并逐渐认识到环境教育正是增强公民环境意识和改变人类行为的最有效的手段。针对中国环境教育的开展而言,一方面政府对于环境教育给予了高度重视;另一方面,民间环保组织凭借自身具有的特点与优势,逐渐获得社会各界人士的关注并成为推动中国环保事业发展的重要力量。随着环境教育的发展和实际需要,2014年在民间环保组织——Z组织的倡导和推动下建立了一所专门用于开展环境教育的民间环境教育机构——G自然学校。本文正是对这所民间环境教育机构进行研究,主要采用文献法、参与式观察法和访谈法进行资料的收集,选用社会资本理论作为本文的研究视角,其中主要从社会资本的信任、规范和网络等核心要素出发进行分析,分析G自然学校是如何积累社会资本来形成和完善其内部结构,进而推动环境教育工作的开展;又如何积累社会资本来建立和发展其外部关系,进而推动公民的环保参与以及提升全社会的环保意识。通过对G自然学校的分析,可以看出对于G自然学校内部而言,G自然学校因具有共同的理念和使命而建立起信任;通过内部治理架构的逐步完善,从而产生共同遵守的内部规范;最后G自然学校作为一个平台吸引越来越多的对环保领域关注的人加入,逐步建立起组织内部网络,在这个过程中就形成和完善了G自然学校的内部结构,进而推动了环境教育工作的开展。而对于G自然学校外部而言,G自然学校通过开展环境教育的各种活动,使活动的参与者与G自然学校之间形成共同的环保理念,成为绿色公民,这时就产生了信任资本;通过促进参与者对绿色公民规范的遵守,使参与者与组织之间形成互惠的合作规范;最后G自然学校通过吸引越来越多的绿色公民参与活动,积极推动绿色公民自组织的形成,有助于G自然学校获取社会资源和社会支持,建立起绿色公民的社会网络,在这个过程中就建立和发展了G自然学校的外部关系,进而推动了社会对于环保事业的关注度,有利于中国环境问题的解决。

【Abstract】 Since reform and opening up,China’s economy is growing fast,the living standards of people are constantly improving,but the environment problems are becoming increasingly prominent,which makes China began to realize the importance of environmental protection,and gradually realize the environmental education is the most effective method to enhance citizens’ environmental awareness and change human behavior.For the development of environment education in China,on the one hand,the government attaches great importance to environmental education.On the other hand,the non-governmental environmental protection organizations have gradually gained the attention of people from all walks of life and became an important force in promoting the development of environmental protection in China by their own characteristics and advantages.With the development of environmental education and the actual needs,under the advocacy and promotion of non-governmental environmental protection organization-Z in 2014,established a non-governmental environment education organization-G natural school which dedicated to carry out environmental education.This paper is study on this non-governmental environment education organization,adopt literature method,participatory observation method and interview method to make data collection,use social capital theory as the research perspective of this article,mainly analyze from the core elements such as trust,specification and network of social capital,analyze G natural school how to form and perfect its internal structure through accumulating the social capital,then to promote the environment education work;how to establish and develop external relationships through accumulating the social capital,then to promote the citizen’s environmental participation and raise the environmental awareness of the whole society.Through the analysis of G nature school,it can be seen that,for the inside of G natural school,G natural school has established trust with a common concept andmission.Through the gradual improvement of the internal governance structure,a common internal specification is generated.Finally,G natural school as a platform to attract more and more people who focus on the environmental protection,gradually establish an internal network,in this process,the internal structure of G natural school is formed,thus promoting the development of environmental education work.For the external of G natural school,G natural school develop a common environmental protection concept between the participants and the G natural school,the participants become green citizens by carrying out various activities of environmental education,then the trust capital is created.By promoting the adherence of participants to the green citizenship specifications,the participants and the organization form a reciprocal cooperation specification;Finally,G natural school promote the formation of green citizen self-organization by attracting more and more green citizens to participate in activities,which help G natural school to obtain social resources and social support,in this process,the external relations of G natural school is established and developed,thus promoting social attention to environmental protection and good for the solution of China’s environmental problems.
