党内监督和群众监督相结合的基层实践创新研究

【摘要】 随着全面从严治党向基层延伸,村级权力监督存在盲点和漏洞,农村的“微腐败”、“小官巨贪”的问题进一步暴露出来。党的十八大以来,中共中央也越来越重视通过“党内监督和群众监督相结合”来加强对村级权力的监督,党内监督和群众监督相结合的基层实践探索也不断丰富,在一定程度上破解了村级权力监督难题,织密了监督之网。党内监督和群众监督相结合的基层实践创新研究需要坚实的理论基础和现实依据。马克思、恩格斯和列宁以及中国共产党关于党内监督和群众监督相结合的思想为党内监督和群众监督相结合的基层实践研究奠定了理论基础。破解监督难题、打赢脱贫攻坚战、巩固党在农村的执政基础为党内监督和群众监督相结合的基层实践研究提供了现实依据。党内监督和群众监督相结合的基层实践创新研究需要有典型的实践经验,以广西C县基层廉洁工作站为例,对党内监督和群众监督相结合的基层实践创新进行实证研究。广西C县基层廉洁工作站作为党内监督和群众监督相结合的载体,在借助群众监督“慧眼”延伸党内监督触角、打通村级权力监督的“最后一公里”、制定党内监督和群众监督相结合的制度等方面积累了丰富的经验。廉洁文化宣传、织密村级权力监督之网、增强党员群众的获得感成效显著。但是在具体的实践中党内监督对群众监督的引领作用不明显、县纪委、乡镇纪委和群众的互动不够、相关制度不完善、党内监督和群众监督相结合的内容不畅等问题仍然比较突出,而党内监督和群众监督相结合制度尚未制定、党内监督的专责机关(纪委)整体素质不高、群众对参与监督的认识不够、党务和村务公开不规范是问题的主要成因。因此,要增强党内监督和群众监督相结合的合力,就必须通过党内监督带动引领群众监督、加强党内监督主体和群众的互动、建立完善党内监督和群众监督相结合的相关制度、严格贯彻落实党务公开和村务公开制度。

【Abstract】 With the extension of the party from the strict governance to the grassroots level,there are blind spots and loopholes in the village-level power supervision,and the problems of"micro-corruption"and"small officials and great greed"in the countryside are further exposed.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee has also paid more and more attention to strengthening the supervision of village-level power through the combination of"intra-party supervision and mass supervision".The grass-roots practice exploration combining the inner-party supervision and mass supervision has also been enriched.To a certain extent,it has solved the problem of village-level power supervision and woven the network of supervision.The research on grassroots practice innovation combining the inner-party supervision and the mass supervision requires a solid theoretical foundation and realistic basis.The thoughts of Marx,Engels and Lenin and the Chinese Communist Party on the combination of inner-party supervision and mass supervision laid the theoretical foundation for the grass-roots practical research combining the inner-party supervision and the mass supervision.Solving the problem of supervision,winning the battle against poverty,and consolidating the party’s ruling foundation in the countryside provide a realistic basis for grassroots practice research combining the inner-party supervision and the mass supervision.The research on grassroots practice innovation combining the inner-party supervision and the mass supervision requires typical practical experience.Taking the grass-roots honest cleansing workstation in C County of Guangxi as an example,it conducts empirical research on the grassroots practice innovation combining the inner-party supervision and the mass supervision.As a carrier of the combination of inner-party supervision and mass supervision,the C-level clean and honest workstations in Guangxi C.,with the help of the masses to supervise the"Guangyan",extend the party’s internal supervision,reach the“last mile”of village-level power supervision,and formulate inner-party supervision and mass supervision.The combined system and other aspects have accumulated rich experience.The netizen of clean and honest culture,the network of power supervision at the village level,and the enhancement of the sense of gain of the party members and the masses have achieved remarkable results.However,in specific practice,the role of intra-party supervision in guiding the mass supervision is not obvious,and the problems of insufficient interaction between the county disciplinary committee,the township and township disciplinary committee and the masses,imperfect related systems,and the combination of inner-party supervision and mass supervision are still relatively low.Prominent,and the system of combining inner-party supervision and mass supervision has not yet been formulated,and the overall quality of the special organs(disciplinary committees)supervised by the party is not high,the masses have insufficient understanding of participation in supervision,and the non-standardization of party affairs and village affairs is the main cause of the problem.Therefore,in order to strengthen the combination of inner-party supervision and mass supervision,it is necessary to lead the masses to supervise,strengthen the interaction between the main body of the party’s supervision and the masses through internal party supervision,and establish and improve relevant systems that combine the inner-party supervision and the mass supervision.Strictly implement the system of party affairs openness and village affairs openness.
