【摘要】 党的十九大召开以来,国家再次将乡村发展作为重要战略进行全面部署,而农村公共服务设施更是成为了乡村发展和振兴的重要内容与主要抓手。从目前来看,我国农村公共服务设施建设依然处在初级发展阶段,从设施的种类数量,到质量作用,都存在不完善之处,农村公共服务设施建设的基础相对薄弱,存在着较为明显的短板和问题。因此,本文以黑龙江省哈尔滨市平房区平房镇农村公共服务设施为研究对象,通过梳理其基础情况和发展现状,剖析出平房镇农村公共服务设施数量类别相对较少、空间布局不够合理、建设资金相对不足、居民满意度不高四方面问题,而后借鉴江苏同里镇、湖南谭家山镇、福建玉田镇农村公共服务设施发展经验,提出提高平房镇农村公共服务设施水平的对策和办法。本文研究,将有利于优化平房镇公共服务设施相关建设,并为其他乡镇农村公共服务设施的发展提供借鉴,具有重要意义。本文主要包括六个部分:第一部分为绪论,介绍了本文选题的背景、目的和意义,并对国内外学者目前的研究动态和趋势做简要介绍,说明本文的研究内容和研究方法。第二部分主要介绍了农村公共服务设施建设的相关理论,介绍农村公共服务设施、居民生活圈、基本公共服务均等化的基本概念,以及推动农村公共服务设施建设所涉及的科学理论。第三部分主要阐述平房镇农村概况,及其公共服务设施建设现状,并对地区居民的满意度和需求进行调研。第四部分则是根据平房镇农村公共服务设施建设实际情况,分析其所存在的问题不足及产生原因。第五部分则是通过介绍分析江苏同里镇、湖南谭家山镇、福建玉田镇农村公共服务设施建设经验,总结出值得借鉴的内容和经验。第六部分则是针对平房镇农村公共服务设施建设的问题和不足,提出针对性强、实效性强的发展对策和办法。通过本文研究,全面提升平房镇农村公共服务设施建设,切实有效提升居民生活生产服务质量。更多还原

【Abstract】 Since the party’s 19 th National Congress,the state has once again made rural development an important strategy for comprehensive deployment,and rural public service facilities have become an important content and main focus of rural development and revitalization.From the current point of view,the construction of rural public service facilities in China is still at the primary stage of development.From the number of types of facilities to the role of quality,there are imperfections.The foundation of rural public service facilities is relatively weak,and there are obvious Short board and problems.Therefore,this paper takes the rural public service facilities of Pingfang Town,Pingfang Town,Harbin City,Heilongjiang Province as the research object.By sorting out its basic situation and development status,it analyzes the relatively small number of rural public service facilities in Pingfang Town,the spatial layout is not reasonable enough,and the construction funds.Relatively insufficient,the residents’ satisfaction is not high,and then draw on the experience of the development of rural public service facilities in Tongli Town of Jiangsu Province,Tanjiashan Town of Hunan Province and Yutian Town of Fujian Province,and propose countermeasures and measures to improve the level of rural public service facilities in Pingfang Town.The research in this paper will be beneficial to optimize the construction of public service facilities in Pingfang Town and provide reference for the development of rural public service facilities in other towns and villages,which is of great significance.This paper mainly includes six parts: The first part is the introduction,introduces the background,purpose and significance of the topic,and gives a brief introduction to the current research trends and trends of domestic and foreign scholars,and explains the research content and research methods.The second part mainly introduces the relevant theories of rural public service facilities construction,introduces the basic concepts of rural public service facilities,residential life circle,and basic public service equalization,as well as the scientific theories involved in promoting the construction of rural public service facilities.The third part mainly expounds the rural situation of Pingfang Town and the status quo of its public service facilities construction,and investigates the satisfaction and needs of the local residents.The fourth part is based on the actual situation of rural public service facilities construction in Pingfang Town,and analyzes the problems and causes.The fifth part is to introduce the experience of rural public service facilities construction in Tongli Town of Jiangsu Province,Tanjiashan Town of Hunan Province and Yutian Town of Fujian Province,and summarize the content and experience worth learning.The sixth part is aimed at the problems and shortcomings of rural public service facilities construction in Pingfang Town,and puts forward the development countermeasures and methods with strong pertinence and effectiveness.Through the research of this paper,the construction of rural public service facilities in Pingfang Town will be comprehensively improved,and the quality of life production and service of residents will be effectively improved.更多还原
