【摘要】 中国是农业大国,农业农村健康发展是国民经济建设的命脉。而能否持续稳定推进农村健康发展,则取决于农村社会是否稳定,农村社治安状况是否良好。改革开放四十年来,农民生活质量得到极大提升,村容村貌得到极大改善,但同时农村治理环境也愈加复杂。如何巩固新时代农村地区的治安治理基础,改善农村地区社会治安状况,夯实三农工作基础,己成为社会各界重点关注的问题。中共中央、国务院高度重视农村治安问题,2015年,中共中央、国务院做出了建设社会治安防控体系的战略部署,以此应对影响社会安全稳定的突出问题,创新立体化社会治安防控体系,依法严密防范和惩治各类违法犯罪活动,全面推进平安中国建设。2018年,习近平在党的第十九次代表大会上,提出要加强并创新社会治理。2012年,安徽省委省政府也作出了建设美好乡村的战略部署。为了贯彻落实中央、国务院及省委省政府的决策部署,满足人民对更好的治安状况的需要,我省充分借鉴兄弟省市推行“一村一警”制度的先进经验,在16个市的28个县探索试行“一村一警”驻村包村联系制度。“一村一警”驻村包村联系制度是社区警务在农村的具体化,重点在于确保每个行政村都有一名民警驻村或包村联系,做到“村村有警、定期进村”。履行好“组织治安防范、化解治安纠纷、辅助案件查办、普及安全常识、宣传法律政策”等职责任务。霍邱县公安局作为试点县公安局,认真贯彻落实省公安厅决策部署,在全县实行“一村一警”包村联系制度,从推行情况来看,霍邱县“一村一警”建设初见成效,符合霍邱县县情、契合霍邱县公安工作实际。但同时也存在民警积极性不足、警力配置不足、协同不足、技防设施投入不足、法制宣传教育不足等问题。本文运用信息论、控制论、系统论、共建共治共享、“TAP”防范论等理论,通过查阅文献、比较分析、开展访谈等方式,对霍邱县农村地区治安状况作了总体概括,对“一村一警”建设现状、取得成效进行了分析,对霍邱县一村一警机制建设中面临的困境进行了深入剖析,提出完善“一村一警”协作机制、加强“一村一警”队伍建设、完善“一村一警”信息化建设以及充分整合社会资源的对策建议,以期进一步优化一村一警机制、织密农村地区治安防控体系。更多还原

【Abstract】 China is a big agricultural country,national economic construction depends on the developing of agriculture.Whether or not we can continue to promote the development of rural areas depends on whether the rural society is stable and whether the social security situation in rural areas is good or not.In the past 40 years of reforming and opening up,the quality of farmers’ life has been greatly improved,and the appearance of villages has been greatly improved,but at the same time the rural governance environment has become more complicated.How to consolidate the foundation of public security governance in rural areas in the new era,improve the situation of social security in rural areas,and consolidate the foundation of agricultural work has become a key concern of all sectors of society.The CPC Central Committee and the State Council attach great importance to the issue of rural policing,and in 2015,the CPC Central Committee and the State Council made strategic deployments to build a system of social security prevention and control,in order to deal with outstanding problems affecting social safety and stability,to innovate three-dimensional public security prevention and control system,and to strictly prevent and punish all kinds We should comprehensively promote the construction of ping an China.At the 19th Congress of the party in 2018,Xi proposed strengthening and innovating social governance.In 2012,the provincial government of Anhui Province also made a strategic plan for building a beautiful village.In order to implement the decision-making,Anhui Province fully draws on the advanced experience of the"one police per village"system in 28 counties.The"one police per village"resident village contact system is the embodiment of community policing in the countryside.The key point is to ensure that every administrative village has a police station in the village to make contact with the village.They will perform their duties and tasks such as"organizing public security,resolving public security disputes,assisting in the investigation and handling of cases,popularizing safety common sense,and publicizing legal policies".As the pilot county public security bureau,the Huoqiu County Public Security Bureau earnestly implemented the decision-making arrangements of the Provincial Public Security Department and implemented the"one police per village"package village contact system in the county.From the implementation situation,Huoqiu County"one police per village"The initial results of the construction are in line with the situation of Huoqiu County and the actual situation of the public security work in Huoqiu County.At the same time,however,there are also problems such as insufficient enthusiasm of the police,inadequate police allocation,insufficient coordination,insufficient investment in technical defense facilities,and inadequate legal education.This thesis uses information theory,cybernetics,system theory,co-construction and sharing,"tap"prevention theory and other theories,through literature review,comparative analysis,interviews,etc.,to give an overall overview of the public security situation in rural areas of Huoqiu County,The status quo and achievements of the construction of" one police per village "were analyzed.The dilemma faced in the construction of a police system in the village of Huoqiu County was deeply analyzed,and the cooperation mechanism of"one police per village"was improved,and one village was strengthened.The police team will build and improve the informationization of"one police per village"and the countermeasures and suggestions for fully integrating social resources,with a view to further optimizing the police system of one village and one police,and the security system of public security in rural areas.更多还原
