【摘要】 作为国家能源安全保障的核心力量,成熟型资源城市具有开发稳定、资源产业规模庞大等特点。然而,尽管成熟型资源城市拥有较强的资源支持能力,资源枯竭与城市衰退仍是潜在的危机。许多实证研究表明:成熟型资源城市最适宜转型。这是由于成熟型资源城市的社会发展水平较高,资金、人力也相对充足,具备充足的转型条件;加之资源开采多年,产生了许多诸如产业结构单一、资源开发无序、生态破坏严重等问题。所以,成熟型资源城市只有适时转型才能有更加广阔的发展前景。由于市场机制的缺陷性,加之政府的权威性,使得转型需要政府采取主动。只有政府充分履行职能才能保证成熟型资源城市成功转型,实现可持续发展。而在成熟型资源城市转型过程中,政府职能在实现时不可避免的会产生问题。本文正是探究成熟型资源城市在转型中政府职能存在的问题,并根据问题提出政府职能优化的相应建议,从而推进成熟型资源城市的顺利转型。本文从成熟型资源城市和政府职能的概念和内容入手,运用相关理论作支撑,以鸡西市为例,探究成熟型资源城市转型中,政府职能在实施过程中存在的问题。在借鉴国内外相关经验的基础上,提出在成熟型资源城市转型中政府职能优化的措施。本文除绪论外共分为五个部分,第一部分介绍了资源型城市、成熟型资源城市、政府职能的相关概念,并引用新公共服务理论、可持续发展理论、资源型城市生命周期理论,作为本文研究的理论基础。第二部分介绍了成熟型资源城市转型的背景和必要性,重点梳理了成熟型资源城市的发展脉络以及存在的问题。第三部分介绍了鸡西市城市转型的基本概况,重点探究了鸡西市转型中政府职能存在的问题。第四部分梳理了国内外良好的的资源型城市转型经验,以河南焦作、新疆克拉玛依、德国鲁尔、日本北九州为例,借鉴并得出了在成熟型资源城市转型中,政府应如何履行职能,发挥主导作用。根据政府职能存在的问题和国内外相关经验的借鉴,第五部分提出了在成熟型资源城市转型中政府职能优化的建议。包括树立转型观念、推动产业转型升级、发展科技和人才、完善民生保障建设、实施资源环境保护机制和生态治理等。更多还原

【Abstract】 As the core force of national energy security,mature resource city develops steady and has large scale of resource industry.However,resource depletion and urban decline are hidden crises despite the strong resource support capacity of mature resource cities.Many empirical studies have shown that it is most suitable for mature resource cities to transform.Because many mature resource cities have a high level of social development,and the capital and personnel of them are relatively sufficient,which are suitable for transformation;In addition,the exploitation of resources for many years has caused many problems,such as single industrial structure,unordered exploitation of resources and serious ecological damage and so on.Therefore,the best way of development is to transform.Based on the deficiency of the market mechanism and the authority of the government,the government should participate in the transformation proactively.Only when the government fully performs its functions,the successful transformation and sustainable development of mature resource cities have come true.But in the mature resource city transformation process,the government functions inevitably produce problems in the realization.This paper meanly studies what kind of problems will result from the implementation of government functions in the transformation of mature resource cities.According to the problems,we could put forward the corresponding measures for the optimization of government functions,and promote the transformation of mature resource city smoothly.Starting with the concept and content of mature resource city and government function,and by using relevant theories as support,this paper takes Jixi City as an example to explore the existing problems of government function in the transformation of mature resource cities.With the lessons from the domestic and foreign relevant experience,we can put forward some proposed measures to optimize the government function in the transformation of mature resource cities.In addition to the introduction,this paper is divided into five parts.The first part introduces the concept of resource-based city,the mature resource city and the government function.and the theoretical basis of this paper is the new public service theory,the theory of sustainable development and the resource-based city life cycle theory.The second part introduces the background and necessity of the transformation of the mature resource city,and meanly tells the development of the mature resource city and existing problems.The third part introduces the basic situation of the transformation of Jixi City,and meanly studies the existing problems of the government functions in the transformation of Jixi City.The fourth part has sorted out the good transformation experience of resource-based cities at home and abroad.Taking Jiaozuo of Henan,Karamay of Xinjiang,Ruhr of Germany and Kitakyushu of Japan as examples,this part presents how the government should perform its functions in the transition of mature resource cities.According to the problems existing in the government function and the experience at home and abroad,the fifth part puts forward some suggestions and measures for the optimization of government functions in the process of transition of mature resource cities,including establishing the concept of transformation,promoting industrial transformation and upgrading,introducing science and technology and talents,strengthening the construction of the people’s livelihood,implementing the mechanism of ecological protection of mines and harnessing the ecological environment and so on.更多还原
