【摘要】 任何国家的公共外交都因其国内国际环境的不同而具有一定的特殊性,并因政府战略目标的优先顺次安排不同而具有某些独特的战略指向性。冷战后韩国独特的地理地缘环境、相对稳定国内政治环境和复杂多变的半岛局势,共同决定了韩国公共外交在其外交中重要且独具特色的地位。讲好“韩国故事”,传播“韩国概念”,维护“韩国形象”,塑造“全球韩国”身份,成为韩国公共外交中最核心的内容。为此,冷战后的韩国加强了文化外交的力度、制定了现实的文化战略,并建立了一整套有机的推进机制。进入新世纪以来,韩国更加明确了“公共外交”独特的战略地位,完善了公共外交的总体架构和政策体系、优化了总体协调和多元推进机制,从而使公共外交在提升“国家软实力”方面的效果和效能更加充分地凸显出来。本文首先从公共外交在国家整个外交安排中的地位、动机与意图入手,从理论上厘清公共外交的相关理论和价值诉求。继而,从总体上分析韩国公共外交的基本架构和政策体系,勾勒出韩国公共外交的推动机构和机制、实施的政策框架和目标设置的全貌。在此基础上,从历史发展和战略进化的维度,考察不同时期、不同政府推行公共外交的具体策略和政策,重点考察李明博政府、朴槿惠政府和文在寅政府在明确公共外交理念、调整公共外交战略、强化公共外交功能、深化公共外交影响方面的具体做法和措施。最后,本文结合公共外交在国际政治和大国关系中的一般作用和特殊功能,结合韩国公共外交的战略实践和战略摸索,对韩国公共外交的基本特性、总体效果以及问题和局限进行了分析,对韩国的推行方式和具体做法的短期效应和长期效能进行了评估。总之,韩国公共外交在韩国外交中地位、作用和效能是一个值得长期研究、具体研究的问题和课题。从未来发展趋势来看,尽管不同政府的执政策略和推行方式有所不同,但通过公共外交塑造韩国国家地位和形象的基本方向将不会改变。更多还原

【Abstract】 The public diplomacy of any country has its particularity due to the difference of its domestic and international environment.After the cold war,South Korea’s unique geographical and geographical environment,relatively stable domestic political environment and the complex and volatile situation on the Korean peninsula jointly determine the important and unique position of South Korea’s public diplomacy in its diplomacy.Telling the "Korean story" well,spreading the "Korean concept",maintaining the "Korean image" and shaping the "global Korean" identity have become the core content of South Korea’s public diplomacy.To this end,after the cold war,South Korea strengthened its cultural diplomacy,formulated realistic cultural strategies and established a set of organic promotion mechanisms.Since the beginning of the new century,South Korea has more clearly defined the unique strategic position of "public diplomacy",improved the overall structure and policy system of public diplomacy,optimized the overall coordination and diversified promotion mechanism,and thus made the effect and efficiency of public diplomacy in promoting "national soft power" more prominent.This paper starts with the status,motivation and intention of public diplomacy in the whole diplomatic arrangement of a country,and clarifies the relevant theories and value demands of public diplomacy theoretically.Then,the basic framework and policy system of public diplomacy in South Korea are analyzed in general,and the overall picture of the promotion institutions and mechanisms,policy framework and goal setting of public diplomacy in South Korea is outlined.On this basis,from the historical development and evolution of strategic dimensions,at different times,different specific strategy and policy of the government to implement public diplomacy,focuses on the Lee Myung-bak administration,Park Geun-hye administration and Moon Jae-in administration have adopted specific approaches and measures in clarifying the concept of public diplomacy,adjusting the strategy of public diplomacy,strengthening the function of public diplomacy and deepening theinfluence of public diplomacy.Finally,this paper combined with public diplomacy in international politics and the general function and special function in power relations,combining with the practice of South Korea’s public diplomacy strategy and the strategic,basic features,the overall effect of the south Korean public diplomacy as well as the problems and limitations were analyzed,the way and South Korea in a specific practice to evaluate the short-term effect and long-term effectiveness.In short,the status,role and effectiveness of Korean public diplomacy in Korean diplomacy is a question and subject worthy of long-term and specific study.From the perspective of future development trend,although different governments have different governing strategies and implementation methods,the basic direction of shaping the national status and image of South Korea through public diplomacy will not change.更多还原
