【摘要】 乳制品作为居民日常生活中不可缺少的食品,其质量安全不仅关系个人的生命安全,更影响着一个国家的食品安全形象,已经成为大家关注的焦点。同时,乳制品产业链长而复杂,从源头的奶牛养殖、乳制品生产加工、物流运输到市场销售,每一个环节都会受到各种因素的影响,都可能存在着质量风险。因此,需要对乳制品供应链管理中的风险进行有效的、科学的预测和评估,以达到规避或者消除风险的目的。本文主要依据京津冀奶业发展情况,分别从乳制品供应链和监管链两个层面对京津冀乳制品质量安全风险进行分析。在乳制品供应链层面,首先,对京津冀三地乳制品供应链各个环节的发展现状进行分析。其次,利用模糊物元实证分析的方法从三个方面对京津冀三地的乳制品质量安全风险进行分析,且指出在发展过程中存在的问题:第一、评估分析北京、天津以及河北地区2017年的乳制品质量安全风险水平,并且与全国的平均水平进行比较;第二、评估分析及京津冀各个地区近10年的乳制品质量安全风险水平;第三、评估分析近10年京津冀三地的乳制品质量安全风险的平均水平。最后,针对京津冀三地乳制品供应链在发展过程中存在的问题以及近10年三地的质量安全风险水平的变动情况,提出相应的政策建议。在乳制品监管层面,本文首先对京津冀三地目前的监管政策体系现状进行分析,主要涉及质量安全监管机构、政策法规标准、检验检测体系、认证体系以及信息监督管理服务体系的发展情况。其次针对目前三地在乳制品监管体系的发展情况,提出发展过程中存在的问题。最后提出如何建立完善的质量安全监管协同体系。主要研究内容和结论如下:在供应链发展层面:京津冀近10年的乳制品质量安全风险水平都在逐年下降,且都低于全国平均发展水平,但是各地区在部分环节的质量安全风险水平出现短暂性上升的趋势。另外,目前三地乳制品供应链发展过程中存在产业链利益不均衡、主体存在道德风险、信息传递共享机制不畅通等问题。因此,要从供应链各个环节着手,共同构建京津冀乳制品供应链协同体系。在监管链发展层面:目前,京津冀乳制品监管存在监管体系构建不合理、监管力度不到位,政策标准建设不完善以及检验检测机构水平不高,检测资源没有充分利用等问题。因此,需要从监管驱动机制、基层监管能力,京津冀乳制品安全合作模式以及风险评估机制着手,共同构建京津冀乳制品监管链协同体系。在双链协同发展层面:当前,京津冀乳制品供应链与监管链之间存在尚未形成有效对接机制、尚未形成良性互动机制以及尚未形成共创共享机制等问题。因此,要从以上三方面着手,共同构建京津冀乳制品双链协同管理机制。更多还原

【Abstract】 As an indispensable food in the daily life of residents,the quality and safety of dairy products isnot only related to personal life safety,but also affects the image of a country’s food safety,which has become the focus of our attention.At the same time,the dairy industry chain is long and complex.Every link will be affected by various factors,there may be quality risks,from the source of dairy cattle breeding,dairy production and processing,logistics and transportation to market sales.Therefore,it is necessary to effectively and scientifically predict and evaluate risks in dairy supply chain management to avoid or eliminate risks.This paper analyzes the quality and safety risks of dairy products in Beijing,Tianjin and Hebei from the perspectives of dairy supply chain and supervision chain.In dairy supply chain level.First of all,we analyze the current situation of the development of dairy products produced in the supply chain from Beijing-Tianjin-Hebei.Then,we use the fuzzy matter-element analysis to assess the quality and safety risks of dairy products in beijing-tianjin-hebei region from three aspects,and put forward the problems existing in the development process.Firstly,evaluate and analyze the quality and safety risk levels of dairy products in Beijing,tianjin and hebei in 2017.And compare it to the national average.Secondly,evaluate and analyze the quality and safety risk level of dairy products in beijing-tianjin-hebei region in recent 10 years.Thirdly,evaluate and analyze the average level of quality and safety risk of dairy products in beijing-tianjin-hebei region in recent 10 years.In the end,put forward the corresponding policy Suggestions in view of the problems existing in the development of the dairy supply chain and the changes of the quality and safety risk level in the past 10 years.In the aspect of dairy products supervision,this paper firstly analyzes the current situation of the supervision policy system in Beijing,tianjin and hebei,mainly involving the development of quality and safety supervision institutions,policies,regulations and standards,inspection and testing system,certification system and information supervision and management service system.Secondly,put forward the problems in the development process in view of the current development of dairy products regulatory system in the three places.Finally,put forward how to establish a sound quality and safety supervision system.The main research contents and conclusions are as follows:In terms of supply chain development,the quality and safety risk level of dairy products in the Beijing-Tianjin-Hebei region has been declining year by year in the past 10 years,which is lower than the national development level.However,the quality and safety risk level of some links in each region has shown a temporary upward trend.In addition,at present,the dairy supply chain of the three places has problems such as unbalanced interests of the industrial chain,moral hazard of the main body of the supply chain,and unimpeded information transmission and sharing mechanism of the supply chain.Therefore,it is necessary to start from each link of the supply chain and jointly construct the beijing-tianjin-hebei dairy supply chain coordination system.In terms of supervision chain development,currently,the supervision system of Beijing-Tianjin-Hebei dairy products is not reasonable,the supervision is not in place,the policy standard is not perfect,the level of inspection and testing institutions is not high,testing resources are not fully used and other.Therefore,it is necessary to start from the supervision driving mechanism,grassroots supervision ability,beijing-tianjin-hebei dairy product safety cooperation mode and risk assessment mechanism,and jointly build the beijing-tianjin-hebei dairy product supervision chain coordination system.In terms of double-chain coordinated development,at present,there are still some problems such as no effective docking mechanism,no benign interaction mechanism and no co-creation and sharing mechanism between theBeijing-Tianjin-Hebei dairy supply chain and the supervision chain.Therefore,it is necessary to start from the above three aspects to jointly construct the beijing-tianjin-hebei dairy products double-chain collaborative management mechanism.更多还原
