政府主导型高新区产城融合发展研究

【摘要】 随着“火炬计划”的实施,高新技术产业开发区的落地生根成为政府加快产业结构转型,经济发展增速的有力抓手,全国涌现了一批诸如北京中关村、深圳高新区、上海张江高新区、武汉东湖高新区等一批走在前列的高新技术园区。随着高新技术产业开发区的发展壮大,原有传统型产业园区的种种诸如职住分离,钟摆式交通,缺乏活力等矛盾频发。在看到产业功能与城市功能割裂的种种弊端之后,产城融合式发展成为了高新技术产业开发区转型升级的必由之路。高新技术产业开发区与城市新区、经济技术开发区的不同特点决定了其产城融合发展难以依靠市场自发演进,必须依靠政府在规划引导、资源配置等方面发挥有力作用来结合市场机制的优化调节,进而走好产城融合发展之路。文中进一步对高新技术产业开发区的概念进行辨析,深入研究产城融合和政府主导的内涵,以及产城融合发展的现状及未来趋势,为政府主导型高新技术产业开发区的产城融合发展研究提供理论基础。南京六合高新技术产业开发区属于国家级新区南京高新区下属的15个园区之一,具有典型政府主导型园区的特点,在整合六合经济开发区和南京新材料产业园的基础上形成了一定规模的产业集群,但是其体制机制不畅,空间分布不均,城市功能不足等问题体现了政府主导型高新园区产城融合发展的典型问题。本文以南京六合高新区作为实证研究方法的对象,通过对其产城融合现状梳理、园区产城发展问题及原因分析,以小见大,从个例联系到整体。随后分析了新加坡伟壹科技园、苏州工业园和张家港高新区三个政府主导型园区的先进经验,从中学习政府主导型园区的建设启发和发展方向。最后结合六合高新区产城融合发展的问题,再回到实践指导环节,提出了在理顺管理体制、完善发展机制,做好空间规划、提高用地效率,打造完善的城市功能、营造宜居宜业城市环境,构建产-学-研链条、加强产业集聚度,突出重点、各板块错位发展等方面提出了相应的建议。

【Abstract】 With the implementation of the"China Torch Program",the establishment high-tech industrial development zones has become a powerful force for the government to accelerate the transformation of industrial structure and economy growth.The emerging of some high-tech industrial zones,such as Beijing Zhongguancun,Shenzhen High-tech Zone,and Shanghai Zhangjiang High-tech Zone,which rank high in China,have boost the increase of local economy.With the further development of the high-tech industrial development zone,phenomenon like the separation of occupation and residence,pendulum traffic,and ack of vitality have triggered some contradictions.Regard of the shortcomings of the separation of industrial functions and urban functions,city-industry integration is the very only way for high-tech industrial development zones to transform and upgrade.In order to have good outcomes of city-industry integration,it must rely on government that plays a key role in planning and resource allocation with the adjustment of market mechanisms,which due to the unique characteristics of high-tech industrial development zones comparing to other economic and technological development zones.In this paper,the concept of high-tech industrial development zone will be further analyzed,and will have a deeper research on the city-industry integration and domination by government.Besides,it will discuss about the current situation and future trend of city-industry integration,which will provide a theoretical basis on study of government-leading type of city-industry integration in high-tech industrial development zones.Nanjing Luhe High-tech Industrial Development Zone is one of the 15 parks under the Nanjing High-tech Zone of the National New District.It has typical characteristics of the government-leading park,and has formed a certain scale based on the integration of the Luhe Economic Development Zone and the Nanjing New Material Industrial Park.However,the impeded system and mechanism,the uneven spatial distribution and the insufficient city function,certainly,reflect the problems occurring in city-industry integration dominating by government.In this paper,Nanjing Luhe High-tech industrial zone will be the object of the research method,according to the analysis of the ques question of city-industry integration and development of the park to reflect to the whole society.Then it will analyze the advanced experience of the three government-leading parks which are Singapore Weiyi Science Park,Suzhou Industrial Park and Zhangjiagang High-tech Zone,to summarize the inspirations and developing direction.Finally,combining with the problems in Liuhe High-tech industrial zone,we go back to the practical guidance link and propose relative advice on smoothing management system,improving development mechanism,spatial planning and improving land efficiency,to promote city functions,create a better living environment,construct production-education-research chain,enhance industrial agglomeration and develop with different emphasis.
