配网抢修管控一体化系统研究与应用

【摘要】 中国社会经济的飞速发展,加速了电力体制改革的推进步伐,供电企业的垄断时代已经成为过去。在市场经济的作用下,“电”作为商品存在被要求附属的连带价值越来越广泛,客户不仅要求供电企业能够提供安全、优质、可持续的电能质量,对供电服务水平的要求也越来越高。电力信息准确透明、故障修复快速及时、计划停电提前告知、减少频繁停电次数等等。显然,供电公司传统的工作方式和服务理念已经无法满足这一需求。配电网作为连接电网与客户之间的重要桥梁与纽带,与人们的生产、生活息息相关。一旦出现电力供应中断,都可能给企业和社会各界带来巨大的损失。随着智能电网建设和配电自动化水平的提高,配网主站及线路故障已能实现自动隔离、恢复的智能反应。但如何将故障信息整合并及时推送给抢修指挥人员,如何最佳配置抢修资源,如何实现抢修全过程管控等问题仍未得到解决。保障配网稳定运行及提高故障快速修复能力是供电公司每年工作讨论的重点,是企业提升优质服务水平,彰显品牌形象的重要手段。因此,配网抢修管控一体化系统的研究具有非常重要的意义。本文依据项目背景和国内外同类系统研究现状,阐述课题研究与设计的目的和意义。通过分析当前配网抢修管理现状中存在的问题,介绍了前后两种不同管理模式下,组织体系架构和业务工作流程的差异,并进行系统建设需求性分析。根据使用者的需求和操作实用性,进行系统架构研究,提出六大功能模块设计思路及设计流程。最后,结合江西省南昌供电公司配网生产抢修指挥工作特点,开展系统功能应用详细说明,对比近几年抢修历史数据,分析取得的效益成果。
【Abstract】 The rapid development of China’s social economy has accelerated the pace of electric power system reform,and the monopoly era of power supply enterprises has become a thing of the past.Under the influence of market economy,electricity,as a commodity,is wildly associated with the value of joint.Customers not only require power supply enterprises to provide safe,high quality and sustainable power quality.Their demands for the level of power supply service is also getting higher and higher.For example,accurate and transparent power information,rapid and timely fault repair,scheduled outages in advance,reduce frequent power outages and so on.Obviously,the traditional way of working and service concept of power supply companies can not meet these demands.Distribution network,as an important bridge between power grid and customers,is closely related to people’s production and life.Once the power supply is interrupted,it may bring huge losses to enterprises and all walks of life.With the construction of smart grid and the improvement of distribution automation level,the main station and line fault of distribution network can realize the intelligent response of automatic isolation and recovery.However,the problems of how to integrate the fault information and push it to the emergency repair commander in time,how to best configure the repair resources,and how to realize the management and control of the whole process of rush repair have not been solved.To ensure the stable operation of distribution network and improve the ability of rapid fault repair are discussed by the power supply company every year Key,is the enterprise promotes the high-quality service level,highlights the brand image the important means.Therefore,the distribution network emergency repair management and control integration system research has very important significance.According to the background of the project and the status quo of the similar systems at home and abroad,the purpose and significance of the research and design of the subject are expounded in this paper.Based on the analysis of the problems existing in the current situation of distribution network emergency repair management,this paper introduces the differences of organizational system architecture and business workflow between the two different management modes,and analyzes the system construction requirements.According to the demand of users and the practicability of operation,the system architecture is studied,and the design idea and flow of six functional modules are put forward.Finally,according to the characteristics of distribution network production and emergency repair command work of Jiangxi Nanchang Power supply Company,the application of system function is explained in detail,and the historical data of rush repair in recent years are compared and analyzed.Results achieved
