【摘要】 由于我国经济的持续增长,城市与城镇化以及工业园区开发建设的快速发展,我国各类公用事业、基础设施的需求每年都在大幅度地增长。面对如此快速增长的需求,如果只利用政府财政资金供给,那么政府财政的负担必然加重,或者无力承担,从而将严重制约经济建设发展。因此融资渠道的多元化是必由之路。而另一方面,社会资本的充分发展使得民间闲散资金大幅度增加,蕴藏着巨大民间资本的投资潜力和能量。如何充分释放这个能量、挖掘这个潜力,而又解决政府财政资金短缺问题,需要一个契合点。实践表明“PPP”模式的引入正是这两者的最佳结合形式。然而,虽然我国引入“PPP”模式已经有一二十年,对PPP模式也做了不少相关的理论研究工作,取得一定的成效,但在实践中发现并不是万能的,政策层面、认识层面和操作层面等方面仍然存在不少的问题,甚至一些实施PPP的项目没有坚持下去。尤其是工业园区的开发建设引入PPP模式依然是个新鲜事物,值得期待与研究探索。本文通过大量收集和阅读国内外相关著作、文献和案例,分析研究了“PPP”模式的基本理论,阐述了“PPP”模式的核心内涵,剖析了“PPP”模式的优点。结合国内外PPP项目的案例,探讨了“PPP”模式的运作思路与流程,进而研究探讨了“PPP”模式的演绎类型。分析了在我国的实践过程中存在的深层次问题,探讨了制约“PPP”模式在工业园区发展的因素。根据一些省市工业园区建设项目中获得的经验,结合地区优势,分析了引PPP+模式于袁州工业园区开发建设的可行性,从模式、机制、决策和部署方面,提出了引入“PPP+”模式新的思路。这丰富了“PPP”模式的内涵,对袁州工业园园区的建设起到推进作用,亦对PPP模式在我国广泛有效的应用具有较大的意义。更多还原

【Abstract】 Due to the sustained economic growth,the rapid development of cities and urbanization,and the development and construction of industrial parks,the demand for various types of public utilities and infrastructure in China is increasing by a large margin every year.Faced with such rapid growth of demand,if only the use of government financial funds to supply,then the burden of government finance will inevitably increase,or unable to bear,thus seriously restricting the development of economic construction.Therefore,the diversification of financing channels is the only way.On the other hand,the full development of social capital has greatly increased private idle capital,which contains huge investment potential and energy of private capital.How to fully release this energy,tap this potential,and solve the shortage of government financial funds,need a point of convergence.Practice shows that the introduction of the "PPP" mode is the best combination of the two.However,although China has introduced the "PPP" model for one or two decades,and has done a lot of related theoretical research work on the PPP model,and achieved some results,it is found that it is not omnipotent in practice,and there are still many problems in the policy level,cognitive level and operational level.Some projects to implement the PPP have not been implemented.There is persistence.In particular,the introduction of PPP model into the development and construction of industrial parks is still a new thing,which is worth looking forward to and exploring.By collecting and reading a large number of relevant books,documents and cases at home and abroad,this paper analyzes and studies the basic theory of the "PPP" model,expounds the core connotation of the "PPP" model,and analyzes the advantages of the "PPP" model.Combining with the domestic and foreign PPP project cases,this paper discusses the operation ideas and processes of the "PPP" mode,and then studies the deductive types of the "PPP" mode.This paper analyzes on the deep-seated problems existing in the practice of our country,and probes intothe factors restricting the development of PPP model in industrial parks.Based on the experience gained from some provincial and municipal industrial park construction projects and combined with regional advantages,the feasibility of introducing PPP + mode into the development and construction of Yuanzhou Industrial Park is analyzed.A new idea of introducing "PPP+" mode is put forward from the aspects of mode,mechanism,decision-making and deployment.This enriches the connotation of "PPP" mode,promotes the construction of industrial parks in Yuanzhou District,and has great significance for the wide and effective application of PPP mode in China.更多还原
