【摘要】 农产品初加工机械设备不仅是农产品初加工和加工业的重要物质手段,也是农业机械化的重要组成部分。发展农产品初加工机械化能增加农产品附加值,促进农民就业增收。然而,目前国内农产品初加工机械化水平总体不高,而且还存在生产作业效率低、产品质量不稳定,以及加工后浪费严重、污染环境等问题,严重滞后于现代农业发展和乡村振兴战略实施的总体要求。鉴于此,本文以推进浙江省农产品初加工机械化为目标,综述分析国内外有关农产品初加工和加工机械化发展的研究文献,归纳总结近年来浙江省农产品初加工机械化发展成效和存在问题,研究探讨新时期该省农产品初加工机械化的发展战略,路径选择、重点领域,在此基础上提出加快浙江省农产品初加工机械化发展的政策建议和工作措施。全文研究内容主要包括以下四个方面。1)利用相关统计数据,从初加工机械保有量和结构不断优化,机械化初加工作业量和作业水平,机械化初加工经营服务收入,机械初加工经营主体数量和服务能力等方面概述了浙江省农产品初加工机械化发展成效,以及采用的相关措施方法;另一方面,对浙江省农产品初加工机械化发展存在的问题从初加工机械化整体水平低且不平衡,初加工社会化服务能力弱,相关配套扶持政策无法有效落实等方面进行了分析。2)根据系统工程的思想和方法,利用SWOT法从外部环境和内部条件两方面分析了浙江省农产品初加工机械化发展目前所面临的优势、劣势、机遇和挑战,以及各方面所包含影响因素,然后结合AHP法对上述四个方面及所包含的各影响因素进行量化研究分析,再通过构建战略四边形提出浙江省农产品初加工机械化应采取的发展战略。3)为加快浙江省农产品初加工机械化发展,根据乡村振兴战略实施和浙江省农业“机器换人”的总体要求,从浙江省农产品初加工机械化现状出发,对今后初加工机械化发展从思路目标,路径选择、重点领域三方面进行了研究探讨。4)以加快浙江省农产品初加工机械化发展为目标,借鉴参考国外和国内先进地区相关发展经验,提出了推进浙江省农产品初加工机械化发展应采取的政策建议与工作措施。更多还原

【Abstract】 Mechanical equipment for agricultural products primary processing is not only an important material means for processing of agricultural products and primary processing industry,but also an important part of agricultural mechanization.Developing the mechanization of agricultural products primary processing can increase the added value of agricultural products and promote the employment and income of farmers.However,the current domestic overall mechanization level of agricultural products primary processing is not high,and also has some problems like low production efficiency,unstable product quality,processing waste and environment pollution,lagging far behind the overall requirements of modern agriculture strategy and rural revitalization.Therefore,this paper aimed to promote the mechanization development of agricultural primary processing of Zhejiang province,summarized the achievements and existing problems in recent years by studying the relevant research literature at home and abroad,and discussed the development strategy,path selection,priority areas in the new stage.Finally,a number of suggestions on accelerating the mechanization of agricultural products primary processing in Zhejiang were given,The paper mainly includes the following four aspects.1)By using relevant data,this paper summarized the achievement and measures of mechanization of agricultural products primary processing from different aspects,including the constant optimization of primary processing mechanical equipment ownership and structure,operation volume and level of mechanized primary processing,incomes of mechanized primary processing business and services,quantity of relevant enterprises and service ability.On the other hand,this paper analyzed the problems of mechanization of agricultural products primary processing in terms of low and unbalanced overall level,weak social service ability and inefficiency supporting policies.2)According to the mind and methods of systems engineering,this paper used SWOT method to analysis the advantage,disadvantage,opportunity and challenge and related influence factors faced by Zhejiang province from both external environment and internal conditions.Then applied AHP methods to conduct a quantitative study of the four above-mentioned factors affecting the mechanization of agricultural products primary processing,proposed several suggestions on developing strategy by building a strategic quadrilateral.3)To promote the mechanization development of agricultural products primary processing in Zhejiang,according to the current condition and overall requirement of rural revitalization strategy and agricultural mechanization strategy of Zhejiang province,this paper discussed the future development from three aspects:target and goal,path selection and priority areas.4)Several policy recommendations and measures have been put forward to further speed up the mechanization development agricultural products primary processing in Zhejiang on the basis of successful experience of agricultural modernization at home and abroad.更多还原
