【摘要】 十分珍惜和合理利用每一寸土地是我国的一项基本国策。随着人类社会的不断发展与进步,城市化是必然结果,城市土地节约集利用是珍惜和合理利用土地的重要手段。但是,现实生活中,存在土地浪费和粗放利用的情况。本文以长乐区为研究对象,在深入分析国内外相关研究和案例的基础上,深入剖析土地节约利用和集约利用的关系,分别定量的评价长乐区在城市土地节约集约利用程度,进而分析问题和原则,并提出对策和建议。(1)通过对土地节约利用和集约利用的内涵的论述,分清了节约利用和土地集约利用在概念所属层次、追求目标和实施前提方面存在差异。前者是针对土地浪费,以理性确定城市土地利用概念模型范围为前提,体现科学发展观为主导的高效合理的用地理念;后者是针对土地粗放利用,以城市用地结构合理布局为前提,体现集中投入资金、技术等生产要素,提高单位土地产投比的用地行为。因此,有必要构建两套评价体系,分别对土地节约利用和集约利用进行评价。(2)分别建立了土地节约评价和集约评价两套指标体系;采用目标值法和相关城市比较法确定各指标理想值;然后使用特尔斐法确定相关指标权重;最后使用理想值比例推算法进行指标标准化。计算得出长乐土地节约利用综合评价指数为66.42,土地集约利用综合评价指数为79.09。(3)根据评价结果,从土地节约集约利用现状、动态变化趋势和管理绩效水平三个方面定量分析长乐区土地节约集约利用水平。除利用强度、单位地区生产总值耗地下降率指标和城市批次土地供应比率之外,其他各项指标都处于较低水平,说明长乐土地节约集约利用程度不高,存在粗放利用的情况。(4)长乐区土地节约集约利用存在的问题有:缺乏节约集约用地的意识、节约集约用地政策不完善、相关监管机制不健全和执法不严格等问题。针对长乐区土地节约集约的问题,本文提出以下对策:协调优化用地布局;严格实施建设项目用地定额标准,控制建设用地增量;推进立体开发,提高利用效率;加强村庄用地管理,积极推进农村建设用地整理。更多还原

【Abstract】 It is a basic national policy of our country to cherish and make rational use of every inch of land.With the development of our country and progress of human society,urbanization is an inevitable result.Economical and intensive utilization of urban land is an important means to cherish and utilize land rationally.However,there is a waste of land and extensive utilization in real life.Taking Changle District as the research object,and based on in-depth analysis of relevant research and cases at home and abroad,this paper analyzes the relationship between land conservation and intensive use,evaluates the degree of urban land conservation and intensive use quantitatively in Changle District,then analyzes the problems and principles,and puts forward the countermeasures and suggestions.(1)By discussing the connotation of land conservation and intensive use,the paper distinguishes the differences between economical use and intensive use of land in the aspects of concept level,pursuit goal and implementation premise.The former is aimed at land waste,rationally determines the scope of the concept model of urban land use,and reflects the concept of efficient and rational use of land under the scientific development concept.And it embodies the concept of efficient and rational land use dominated by the scientific concept of development;The latter is aimed at the extensive use of land,and it takes the rational layout of urban land as the precondition,reflects the input of funds,technology and other production factors,and increases the ratio of output to input of the unit land.Therefore,it is necessary to construct two sets of evaluation systems to evaluate land economical and intensive use respectively.(2)This paper establishes two sets of index system for land economical evaluation and intensive evaluation respectively.The ideal values of each index are determined by the target value method and the relative city comparison method,and then the weights of relevant indexes are determined by Delphi method.Finally,we use the ideal value proportion method to standardize the index.The comprehensive evaluation indexs of economical using land and intensive using land in Changle is 61.17 and 79.16 respectively.(3)According to the evaluation results,the paper quantitatively analyzes the level of land economical and intensive use in Changle from three aspects as follow:the present situation of land economical and intensive use,the trend of dynamic change and the level of management performance.Except for the intensity of use,the indicator of the rate of decline in the gross output of the unit area and the land supply ratio of the city,all other indicators are at a lower level.It shows that the level of intensive use of land in Changle is still at a low level,and there is extensive utilization of urban land.(4)There are some problems in the economical and intensive use of Changle’s land,such as the lack of awareness of the economical and intensive use of land,the imperfect policy of the economical and intensive use of land,the imperfect supervision mechanism and the lax enforcement of law.In view of the problems of economical arid intensive land using in Changle District,the following countermeasures are put forward in this paper:to ordinate and optimize the layout of land use;to implement land quota standards of the construction project strictly,to control the increment of construction land;to promote three-dimensional development,to improve efficiency,to strengthen the management of village land,and to promote the construction land consolidation of countryside actively.更多还原
