A报社新闻采编岗位“人员分流”方案设计与实施

【摘要】 随着新媒体传播技术的不断升级发展,人们的社交方式和阅读习惯发生了巨大变化。纸媒作为传统媒体的代表,面临的竞争环境日益恶劣,生存空间不断被压缩。向新媒体传播平台转型,顺应新的信息传播方式的要求,加速“新媒体”业务发展模式的探索,寻求新的发展空间已经成为传统媒体转型生存的必然选择。企业战略发展方向的调整及人力资源的战略规划的变化对人力资源管理工作提出更多新要求,“精炼”、“去冗”的人力资源配置和员工绩效改进引导就成为纸媒人力资源管理的重要内容。本文以A报社新闻采编岗位作为研究对象,根据报社发展现状及人力资源管理需要,探索设计一套科学、合理、可行的“人员分流”方案并试行。综合应用绩效考评理论和综合评价理论及方法,对员工绩效表现进行综合评价。建立综合评价指标体系,应用“拉开档次法”确定综合评价指标权重系数,计算员工绩效综合评价值并排序。根据综合评价结果,分析员工绩效表现及差异情况。并以综合评价办法及结果为基础,设计并实施采编岗位“人员分流”方案。本文首先对相关理论进行了研究,阐述了绩效考评理论和综合评价理论及方法的内容和应用。其次,根据企业经营现状及人力资源战略规划与实施需要,结合报社现行“人员分流”办法的效果,查找能够有效实现“人员分流”的关键问题。再次,选择适合A报社新闻采编岗位的员工绩效评价方法,设计“人员分流”方案并试行。最后,总结采编岗位“人员分流”方案试行情况,作为进一步深入研究A报社其他岗位的“人员分流”方案的重要参考依据。通过以绩效综合评价办法为基础的“人员分流”方案,促进员工绩效改进,实现“人员分流”,优化人力资源配置,合理使用人力资源。本文依据所在企业实际情况,将综合评价理论及方法应用到员工绩效评价中,设计并试行符合企业实际需求及采编岗位特点的“人员分流”方案。本研究的内容及结论对本企业人力资源战略规划与实施具有重要意义,同时也为同行业相关人力资源管理方法与研究提供借鉴和参考。

【Abstract】 With the continuous development of new media communication technology,people’s social way and reading habits have undergone tremendous changes.Paper media as a representative of the traditional media,the increasingly competitive environment facing the living space has been compressed.To the new media communication platform transformation,follow the requirements of the new means of information dissemination to accelerate the"new media" business development model to explore new development space has become the traditional media transformation of the inevitable choice.The adjustment of the strategic development direction of the enterprise and the change of the strategic planning of the human resources put forward more new requirements for the human resource management work."Refining" and "Deleting" the allocation of human resources and improving the guidance becomes the important aspect of the paper media human resource management problem.Based on the development status and human resource management needs of the newspaper,this paper explores the design of a scientific,reasonable,feasible and effective"staff diversion" program and tries it out.Comprehensive application of performance evaluation theory and comprehensive evaluation theory and methods,the performance of staff performance evaluation.Establish the comprehensive evaluation index system,apply the"pull the grade method" to determine the comprehensive evaluation index weight coefficient,calculate the performance evaluation value and sort.According to the results of comprehensive evaluation,analysis of employee performance and differences.And based on the comprehensive evaluation results,the design and implementation of "staff diversion"program.This paper first studies the relevant theories,and expounds the content and application of performance evaluation theory and comprehensive evaluation theory and method.Secondly,according to the business situation and the implementation of human resources strategic planning needs,combined with the current "staff diversion" approach to find the effective implementation of the "staff diversion" of the key issues.Thirdly,select the comprehensive evaluation method for the performance of A newspaper news gathering and production,and design the "staff diversion" program and try it out.Finally,the author summarizes the trial situation of the "staff diversion" scheme in the mining and mining post,as an important reference for further research on the "staff diversion" scheme of other posts in the A newspaper.Through the performance evaluation method based on the "staff diversion"program to promote staff performance improvement,to achieve "staff diversion",optimize the allocation of human resources,the rational use of human resources.Based on the actual situation of the enterprise,this paper applies the comprehensive evaluation theory and method to the employee performance evaluation,designs and tests the"staff diversion" scheme which meets the actual needs of the enterprise and the characteristics of the editing and posting.The content and conclusion of this research are of great significance to the strategic planning and implementation of human resources in this enterprise,and also provide reference and reference for the related human resource management methods and research in the same industry.
