【摘要】 宁波港与舟山港互相毗连,在过去的十年间,两个港口 一直在竞争与合作摇摆中运营发展。当前,世界经济不稳定因素增多和航运业合并潮带来的变化,给两港健康发展提出了新的挑战。尽管浙江省政府提出港口整合,成立省海港委成立等举措指导两港合并管理,但有关两港合并和竞争的选择争论一直存在,两港目前还远未达到一体化管理的标准。本文拟从港口管理的研究角度,对宁波舟山港一体化的路径进行探究,为沿海港口发展提供借鉴意义。通过对两港资源、能力、发展潜力等现状的调查研究,有针对性建立竞争与合作模型,验证两港一体化的必要性;通过对两港的SWOT分析,对两港岸线资源、经济腹地、集疏运网络、管理环境等方面进行对比分析,明辨优势和劣势,机会和威胁,确定了两港存在优势各异,互补性强烈,进而确定了两港一体化发展的可行性。在对两港合并发展中遇到的障碍和国内外组合港口成功案例进行分析后,提出了宁波舟山港发展的目标模式——实质一体化,及其包含的港口资源的高效统筹,港口货物调度高度统一、绩效考核科学公平等五项要素。在此基础上,给出了宁波舟山港发展的路径和对策,希望能为宁波舟山港真正实现一体化提供思路。更多还原

【Abstract】 Ningbo Port and Zhoushan Port are adjacent to each other.In the past ten years,the two ports have been choosing competition or cooperation.At present,the increase of unstable factors in the world economy and the mergers of shipping business have posed new challenges to the healthy development of the two ports.Although the Zhejiang Provincial Government has proposed some moves,such as port integration and setting up a provincial port commission,to guide the merger management of the two ports,there has always been a debate about the choice of merger and rivalry between the two ports.As a result,the two ports have not really achieved integration.This paper is going to put forward a way of enhancing the key competitiveness of Zhoushan Port and Ningbo Port from the perspective of port management.It is hoped that this paper can provide a reference for the development of coastal ports..It is going to verify the necessity of integration of two ports according to the investigation and study on the resources,capabilities and development potential of the two ports,and by establishing a game model.It is also going to brightly distinguish strengths and weaknesses,opportunities and threats with the comparative analysis of resources on the shore line,economic hinterland,collection and distribution network,management environment and so on.The conclusion is drawn that the two ports have strong advantages and strong complementarity,which lay the foundations for the port integration research.After analyzing the obstacles encountered in the process of the merger between the two ports and the successful cases of the merges of ports at home and abroad,it puts forward the pattern of the development of Zhoushan Port and Ningbo Port---a substantial integration.The port resources should be pooled efficiently,the logistics dispatch should be highly unified,and the performance appraisal should be scientific and fair.On this basis,the ways and countermeasures for the development of Zhoushan Port and Ningbo Port have come into being.It is hoped that this paper can provide ideas for the process of the integration of Ningbo Port and Zhoushan Port.更多还原
