【摘要】 进入新世纪以来,各个都把招商引资作为地方工作的重中之重,是推动地方经济增长的主要方式,通过将地方政府的作用充分发挥出来,引导他们做出各种政绩,促进了地方经济增长,扩展了财政收入来源。与此同时,全球经济不断放缓,我国经济进入新常态,各地经济增长明显放缓,招商引资竞争加剧,带来了大量问题。行政为主导政府职能招商模式是主要的招商方式,通过给予外来企业一些优惠措施,在人力、物力、财力等方面给予了大量支持,积极采取多种方式促进招商工作的开展,也引进了一批好项目,地方经济形势明显好转,财政收入持续提高。然而,究其根本,招商引资是一种经济行为,应当在市场条件下自由运转。当前政府为主导的招商模式,常常出现一些传统计划经济时代的管理方式,造成了诸多问题,资源浪费严重,这种现象屡见不鲜,若不主动改变,势必会影响经济的持续健康发展。在具体实施过程中,考虑到各地现实情况存在不同差异,采取的政策各有不同。同时,各地盲目竞争,互相攀比,重数量不重质量的现象十分普遍,最终导致招商成本的过度增长,缺乏长远规。基于这一宏观背景,对招商引资机制进行创新,建立符合社会主义市场经济体制,同时又符合县级地区经济发展状况实际的招商引资模式,转变职能,有其现实意义。全文首先对政府招商引资工作的研究背景和研究意义进行了具体阐述,在此之上与本论文相关的理论基础,同时与兰陵政府的招商引资的实际工作情况充分结合起来,对当前的经济发展形势进行总结,分析兰陵政府在招商引资过程中出现的问题,并从各个角度对兰陵政府职能履行过程中所存在问题的成因进行分析。同时与开封、天津、包头地等政府部门招商引资的实际工作相结合,罗列出三个地区在招商引资过程中所采取的具体措施,总结可学习和参考的成功经验,同时提出兰陵县招商引资中发挥政府职能的具体应对方案。主要有做好长远规划,发挥协同作用,建立评价与监督机制。希望通过本文的研究能够为类似地区的招商引资事件提高参考。更多还原

【Abstract】 Since entering the new century,local Governmens have played a major role in attracting investment,promoted local economic growth,expanded the source of financial revenue,and made a series of achievements.At the same time,the global economy growth is slowing down,our economy has entered a new normal,and the economic growth is slowing down everywhere,and the competition of attracting foreign investment has intensified,which brings a lot of problems.Based on this macro background,we must innovate the mechanism of attracting investment and establish a pattern of attracting investment that is in line with the socialist market economic system and at the same time which is in line with the economic development of the county level.It is of practical significance to transform functions.Firstly,the paper elaborates the government investment background and significance of the research in detail.On this basis,the theoretical basis of this paper is put forward,and combining the actual situation with Lan Ling county government investment work,in the current social and economic situation,summed up the actual situation of the Lanling county government investment and the main problems in the process of performing the function of investment attraction,and analysis of the basic causes of the problems of Lanling county government to fulfill the function of investment from many aspects.Combined with the actual situation of the government investment of Kaifeng City,Baotou City,Tianjin Xiqing Economic Development Zone,the main practices in investment in the listed three areas,summed up the successful experience for reference,and then puts forward the Lan Ling county work in investment in government function of countermeasures and suggestions.更多还原
