【摘要】 为了提高云南省干线公路管理水平,引进公路资产化管理新理念,实现公路资产管理现代化、信息化、科学化,云南省公路局拟研究引进先进的公路资产管理理念和养护技术,建设和完善公路养护应急保障体系;利用现代化的计算机与网络技术,有效整合和利用既有信息系统,构建公路局养护资金计划管理系统。云南省公路局养护资金计划管理系统实施所采用的技术如下:开发技术C#语言,微软公司的ASP.NET技术;数据库SQL SERVER 2014数据库;运行环境Windows Server自带的IIS;接口方式支持SOA架构的Web Service;前台效果使用HTML+CSS;部分效果采用Flex及Ajax技术。系统采用SQL Server 2014数据库进行数据存储。公路局养护资金计划管理系统主要功能包括:资金计划管理、计划考核管理、计划审批管理、养护统计分析等。资金计划管理根据计划资金来源不同,主要完成利用财政资金、治超罚没返还等不同收入来源的计划上报、计划审批、计划调整等功能。计划考核管理用于上级单位对下级单位计划执行的考核,可全面掌握和监督各级单位管理业务的开展情况,主要内容包括考核标准管理、考核评分等。计划审批管理需要省局计统处进行操作,实现了从县区到州市逐级计划上报审核、危桥改造资金审批下达、省局审批进度管理。养护统计分析提供对养护项目计划总表、危桥改造项目库、危隧改造项目库、灾害防治项目库、安防一二级项目库、安防三四级项目库、灾毁重建项目库、服务区改造项目库的统计分析。系统的应用能够进一步优化现有的养护计划管理模式,大大减轻计划管理人员的审核和汇总工作,确保计划下达的准确性,能够作为省局审核下级单位上报计划的参考依据,在此基础上审核形成的养护计划更具有客观性和科学性,并且能够实现多部门之间的信息沟通和数据共享,大幅提高省公路局国省干线养护计划的综合管理能力和水平。更多还原

【Abstract】 To improve the management level of trunk highways in Yunnan Province,and to introduce the new concept of highway asset management,and to realize the modernization,information and scientific of highway asset management,the Yunnan Provincial Highway Bureau plans to introduce advanced highway asset management concepts and maintenance technologies.Thereby building and improving the road maintenance emergency protection system.And through using the modern computer and network technology,effectively integrating and utilizing existing information systems,and building a road bureau maintenance fund plan management system.The technology adopted by the Yunnan Provincial Highway Bureau Maintenance Fund Planning Management System is as follows:The development technology is C#language and Microsoft Corporation’s ASP.NET technology,the database is SQL SERVER 2014 database,and the running environment is Windows Server’s own IIS.Its interface mode supports the Web Service of the SOA architecture.The foreground effect uses HTML+CSS.Some effects use Flex and Ajax technology.The system uses SQL Server 2014 database for data storage.The main functions of the Highway Bureau Maintenance Fund Planning Management System include:fond plan management,plan assessment management,plan approval management,and maintenance statistics analysis.According to the different sources of funds,the fund plan management mainly completes the functions of plan reporting,plan approval,and plan adjustment for different income sources,such as using financial funds and over-returning.The plan assessment management is used for the assessment of the execution of the lower-level units by the higher-level units.It can comprehensively grasp and supervise the development of unit management business at all levels,including assessment standard management and assessment scores.Plan approval management requires the operation of the provincial bureau.It has realized the report review from the county to the city level,the approval of the fund for the renovation of the dangerous bridge,and the progress management of the provincial bureau.Maintenance statistics analysis provides the statistical analysis on the summary of the maintenance project plan,the dangerous bridge reconstruction project library,the dangerous tunnel reconstruction project library,the disaster prevention project library,the security first-level project library,the security third-and fourth-level project library,the disaster reconstruction project library,the server transformation,and the project library.The application of the system can further optimize the existing maintenance plan management mode,greatly reduce the review and summary work of the plan management personnel,and it ensures the accuracy of the plan release.It can be used as a reference for the provincial bureau to review the reporting plan of the subordinate units.On this basis,the maintenance plan formed by the review is more objective and scientific,and it can realize information communication and data sharing between multiple departments.There by greatly improving the comprehensive management capability and level of the provincial highway bureau’s national trunk maintenance plan.更多还原
